CITY OF GEM LAKE RESOLUTION NO.2006-08 20 March 2006 A RESOLUTION ORDERING A PUBLIC HEARING AND. PROPER. NOTIFICATION OF OWNERS OF PROPERTY TO BE BENEFICIALLY AFFECTED BY CERTAIN PiVBLIC IMPROVEMENTS IDENTIFIED AS PUBLIC IMPROVEMENT PROSECT N.O.2006-03 (PI.P2006-03). WHEREAS, Ramsey County has indicated an interest in turning back that portion of the street currently known as Sclieuneman Road commencing at it's intersection with County Road E. thence north to ..it's intersection with State Highway 61 thus making said street a.City owned street; and WHEREAS, .the City Council and Staff have identified the: need to improve said street including widening, repaving; installation of storm water management design characteristics; and WHEREAS. it is the collective opinion ofthe White Bear Lake Fire Department acting as Gem Lakes fire department, the Ramsey County Public Health Department and the Gem Lake City Council that. installation of city water to this business district is critical for the continuing operation of -existing. businesses as well.as develapntent of additional business in the area; and W EREAS. several.residents of Gem Lake located along thisstreet have similarly requested.sirnilar improvements to fhe area.described by the City; and. W HEREA-S. by Resolution No. 20516, the Gem Lake,CityCouncil d. id order feasabi I ity. studies for -consideration of - (his public improvement.; and. WHEREAS, the City Council did similarly order in accordance with it's Compreliensive. Municipal Plan a pttoposed plan.for installation.ofcity water in the City of Gem Lake with instAlatioh ofwater in this district as.it's first phase of implementation; and WHEREAS:. said feasabilit .§tudyhas been prepared by the city's designated Project Engineer, Mr. David Mitchell of SE.1-I, Inc. and delivered to*and revie:ved`by the City.Council; noiv,.tlterefore, be it RESOLVED, that the City Council of the City of Gem Lake does hereby order a public hearing on the matter be set before the Gem Lake .City: Council. at 7:00 PM on Monday, 24 April 2006,..4tnd further orders the City Clerk to prepare proper public notice ofsuch.a liearing forpubliQation in.tlte Cjty's official newspaper and for direct.maii to all beneiltted owners of real property in the City Of Gem Lake.
