All members of the pool could be adversely <br />affected if there are unexpected losses that jeopardize the <br />pool's reserves (i.e. environmental expenses). However, records <br />indicate that MCIT has provided dividends back to its members; <br />$2.1 million in 1991, and $2.8 million in 1992. Ms. Schulte <br />noted that in order to participate in the MCIT Insurance Program, <br />the Group must commit to a 3-year membership, and all of the <br />contracting communities must join, which would require each <br />community to sign an amendment to their Police Service Agreement <br />(Section 2-4), accepting responsibility for its share of any <br />surcharges made by MCIT. <br />Ms. Schulte noted that MCIT is a non-profit agency, and no broker <br />fees are charged. MCIT is administered by Meadowbrook Insurance,. <br />an insurance administration consultant. Eighty-three counties <br />currently participate (Hennepin, Ramsey and St. Louis Counties <br />are not members). Meadowbrook provides inspections and offers <br />several service and training programs. <br />MCIT By -Laws require allowing agents access to facilities, prompt <br />reporting of potential claims, full cooperation in claim. <br />adjustments, an obligation to supply our own attorneys, and <br />prompt premium payment. <br />Ms. Schulte agreed to fax a copy of a proposed amendment to the <br />Police Service Contract to each community. She will need to <br />receive formal City/Township amendments prior to presentation to <br />the County Board. <br />If the Group agrees to contract with MCIT, there will be a 1O% <br />administrative fee for conversion to the current carrier for <br />auto and professional liability, but not for worker's <br />compensation. <br />Schwerinmoved that the Contract Communities support. moving the <br />insurance accounts to MCIT. Ayes all. <br />COMMUNITY SURVEY <br />Phil Power, St. Paul Bureau of Criminal Apprehension, explained <br />the purpose of policing surveys as follows: 1. to assess <br />community perceptions of their police service (police/community <br />good will, responsiveness, effectiveness); 2. to sample public <br />attitudes concerning crime issues (perceived frequency of <br />specific crimes, perception of crime related problems, support <br />for crime fighting measures); 3. to determine factors that <br />affect public perception (impact of news media, availability of <br />accurate, favorable information). Survey design, cost <br />(approximately $.73 per response) and tune -lines were discussed. <br />Mr. Power could be hired as a consultant to perform the survey. <br />Police survey discussion will continue next month. <br />2 <br />
