Mitchell -In street to railroad where right-of-way would have to be secured <br />and then west to Vadnais Heights. Discussion followed regarding routing and rights -of -way. <br />GORD KORDOSKY <br />How did the residents of Big Fox Road and Little Fox Lane determine to go forward. Emeott-a straw vote type poll <br />of the property owners present indicated only one person in favor of city water and none in favor of city sewer. The poll <br />also indicated one in favor of total reconstruction and the rest in favor of patch and overlay. Discussion followed <br />regarding Big Fox Road intersection with County Road E. <br />PETE CREMIN <br />Works on public works projects in St. Paul. Putting pipes in road and not using them is not good for the pipes either <br />and does not favor installation of pipes without a plan to employ them <br />RICH NORDSTROM <br />How will costs be billed? Magnuson - bonds issued in an anticipated amount, actual project costs paid, final bond <br />amount determined and financed over either a 5, 10, 15 or 20 years period. Magnuson presented approximate payments <br />based on Summary Report. <br />Additional discussion of curb reconstruction, tree removal and the like followed. Mitchell was charged with <br />establishing cost of curb reconstruction and removal of necessary trees by street locations. <br />Mayor Emeott then opened the floor for City Council comment as follows: <br />CHUCK WATSON <br />We are not here with an agenda to push, but rather to determine your wishes on how to proceed and to represent <br />those wishes. We do not want to ignore best management practices and dig up new roads within a few years and ask you <br />to pay twice. We need your opinions to take reasonable action. <br />Mayor Emeott then conducted a straw poll of the 8 properties represented: <br />1) Those in favor of city sewer proposal 0 Aye, 8 Nay, 0 Abstain <br />2) Those in favor of city water proposal 0 Aye, 8 Nay, 0 Abstain <br />3) Those in favor of patch and overlay proposal 5 Aye, 1 Nay, 0 Abstain <br />4) Those in favor of complete reconstruction proposal 1 Aye, 8 Nay, 0 Abstain <br />5) Those in favor of no action (patch only) 3 Aye, 5 Nay, 0 Abstain <br />Clerk Magnuson then indicated that it would be appropriate for the City Council to delay action to it's regular <br />meeting on Monday, 17 April 2006.
