B. In accordance with the provlslons of the Act, the City Council has consulted with -the Planning Commission and the members of the Board of Commissioners of Ramsey County and the School Boards of Independent School District Nos. 621 and 623 were given an opportunity to meet with the City Council on August 4, 1982; C. Said proposal has heretofore been given preliminary approval by the City Council; and D. A public hearing was duly held on said proposal October 13, 1982 in accordance with the provisions of the Act; NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Roseville as follows: 1. Development District. There is established in the City of Roseville a development district to be known as "Development District No. I", the initial boundaries of which are fixed and determined as shown on the attached Exhibit A incorporated herein by reference. 2. Development Program. The development program as set forth in the report entitled "City of Roseville Redevelop- ment and Tax Increment Financing Plan" dated July, 1982, and "Redevelopment and Tax Increment Financing Plan Appendix Report (collectively, the "Plan") a copy of which is on file in the office of the City Manager, is adopted as the Development Program for Development District No.1. 3. Tax Increment Financing Plan." The tax increment financing plan as set forth in the Plan is adopt~d as the Tax Increment Financing Plan for Development District No. 1 Redevelopment District Nos. I and 2, and the City Council makes the following findings: (a) Redevelopment District No. 1 is a redevelopment district as defined in Minnesota Statutes, Section 273.73, the specific basis for such determination being: (i) Redevelopment District No.1 consists of 37 parcels, the geographic area of which is legally described in Exhibit B. Thirty-six of the 37 parcels (97%) are occupied by buildings (70% required by the Act;
