(ii) Eight of the 36 buildings (22%) have
been inspected by the City's Chief Code Enforce-
ment Officer according to the Structural Soundness
Matrix contained in the Redevelopment and Tax
Increment Financing Plan Appendix Report and found
to be structurally substandard, (at least 20%
required by the Act); and

(iii) All of the 36 occupied parcels (97% of
Redevelopment District No. I District) are found
to be inconsistent with the Roseville Comprehen-
sive Plan, incompatible with existing and proposed
surrounding land uses (at least 30% required by
the Act), and the majority of said parcels are
exposed to adverse freeway noise conditions, which
far exceed the state noise standard.

(b) Redevelopment District No. 2 is a redevelopment
district as defined in Minnesota Statutes, Section 273.73, the
specific basis for such determination being:

(i) Redevelopment District No. 2 consists
of 22 parcels, the geographic area of which is
legally described in Exhibit C. The Roseville Planning Commission and City Council
reviewed the specific locational criteria associated with many
areas throughout the metropolitan area, similar to those pro-
posed in the Plan which have been developed with high valued
business uses.
