<br />and the concensus of opinion of the development community, the <br />area within Redevelopment Districts Nos_ land 2 could not <br />reasonably be expected to develop with either the quality, or <br />the scope, which has been provided for in the Plan without <br />governmental assistance and in particular without the improved <br />access and direct linkage with the Rosedale Center Area, <br />created by the construction of the County Road B-2 bridge. The <br />City has reviewed in detail the costs associated with <br />developing those parcels within Redevelopment District No. 2 <br />which have serious terrain, drainage, and soil problems. This <br />information has also been reviewed with interested <br />representatives of the development community. Again, it is the <br />opinion of the City Planner, the Planning Commission, the City <br />Council, and the development community that neither the scope, <br />nor the quality of redevelopment proposed would occur solely <br />through private initiative. <br /> <br />(d) The Tax Increment Financing Plan set forth in <br />the Plan conforms to the general plan for development or <br />redevelopment of the City of Roseville as a whole because: <br /> <br />(i) The Tax Increment Financing Plan will <br />generally complement and serve to implement <br />numerous policies adopted in the Comprehensive <br />Plan. These policies have been set forth on pages <br />16 through 20 of the Plan; <br /> <br />(ii) The Comprehensive Plan specifically <br />endorses the policy of converting industrial <br />properties which enjoy a high level of visibility <br />from major roadways to higher valued business <br />uses, which will be substantially implemented <br />through the Tax Increment Financing Plan; <br /> <br />(iii) The Comprehensive Land Use Plan <br />proposed the changes in land use designation which <br />have since been implemented through the Tax Incre- <br />ment Financing Plan preparation process; and <br /> <br />(iv) Two of the key improvements needed to <br />facilitate the Tax Increment Financing Plan, the <br />Long Lake Road extension, and the County Road B-2 <br />bridge construction, were proposed and adopted irr <br />the Comprehensive Plan. <br /> <br />(e) The Tax Increment Financing Plan will afford <br />maximum opportunity, consistent with the sound needs of the <br />City of Roseville as a whole, for the development or redevelop- <br />ment of Development District No. 1 by private enterprise.
