<br />City of Roseville has a long-standing tradition of cooperation <br />with the private sector and has consulted extensively with <br />representatives of the development community in the preparation <br />of the tax increment financing plan. Based on this objective <br />of cooperation and the specific ipput of the development <br />community, the City structured the distribution of improvement <br />costs on all funding sources contained on Table 12, page 63 of <br />the Plan. As this table indicates, the City intends to <br />concentrate the use of tax increment revenue on those <br />improvements which could not reasonably be expected to occur <br />solely through private action. Private enterprise will be <br />responsible for the vase majority of the expenses and <br />activities normally associated with land development. <br /> <br />(f) The City of Roseville elects the method of tax <br />increment computation set forth in Minnesota Statutes, Section <br />273.76, Subd. 3, clause (a). <br /> <br />4. Public Purpose. The formation of Development <br />District No.1, Redevelopment District Nos. land 2 and <br />adoption of the Development Program and Tax Increment Financing <br />Plan conform in all respects to the requirements of the Act and <br />will help fulfill a need to develop an area of the City which <br />is already built up, to provide employment opportunities to <br />improve the tax base, and to improve the general economy of the <br />State and thereby serves a public purpose. <br /> <br />5. Certification. The Auditor of Ramsey County is <br />requested to certify the original assessed value of Redevelop- <br />ment District Nos. land 2 as described in the Tax Increment <br />Financing Plan, and to certify in each year thereafter the <br />amount by which the original assessed value has increased or <br />decreased in accordance with the Act; and the City Manager is <br />authorized and directed to forthwith transmit this request to <br />the County Auditor in such form and content as the Auditor may <br />specify, together with a list of all properties within <br />Redevelopment Districts No. I and 2 for which building permits <br />have been issued during the l8 months immediately preceding the <br />adoption of this Resolution. <br /> <br />6. Special Account. There is created a special <br />account designated "Redevelopment District No. 1 Tax Increment <br />Account" to be held by the City Treasurer separate and apart <br />from all other accounts of the City into which shall be <br />credited all tax increments received with respect to <br />Redevelopment District No. 1 to be used in accordance with the <br />Act and the Tax Increment Financing Plan.
