MR. POPOVICH: Mayor and members of the Council, the
total cost here is $43,134.28. If it was 100% assessed, it
would be approximately $39.55 per front foot. On the 25%
basis, it would be $9.88 approximately. This one is proposed
to be consolidated - the top four on your list are the ones
that are proposed to be consolidated if they're all ordered
in. The same general comments would apply to this as I said
earlier. It was 71% petitioned.

MR. ANDRE: There are no written statements.

ACTING MAYOR JOHNSON: Okay, we will open this hearing
to the public. We're talking about project P-82-29,
Chatsworth between Brooks and Transit. Are there any
questions or comments?

MR. LEE VENNE, 2470 Chatsworth Street: I have a few
things. One, what is determined a "fair" street and a "poor"
street? I don't think the street is in bad shape. It's not
a through street - it just connects - there's no through
traffic through there. I don't understand why it's considered
fair or poor. What makes it - what's the grading system on
that? Another item I have is - I just moved in there last
summer. My plans, when I bought the house, I would like to
put a tuck-under garage in. It has no garage now. If you
went and did this and raised the elevation - my driveway is
fairly steep - it would change the ability to put the tuck-
under garage in. It would probably be lower than the street.
I was one of the people that signed that petition. When I
signed the petition, I didn't know that that was my approval.
I thought that was just for cost estimates. That may have
been a problem on my part - I don't know. Like I said, I
just moved in and when the petition came around, I saw
people signing, and I thought well, this is just an estimate
to get the ball rolling to see what it would cost us. I
wasn't really prepared to pay - just moving into that area -
prepared to have an assessment that large put on my property
taxes. I don't know many of the people arou~d the area. I
don't communicate very well. I just got this notice about
a week and a half ago and some of the people on the street
are older people - they leave for the winter and aren't
around to talk to about it. I was just wondering if there's
any way you could vote on this later so that I could talk
to more people in the neighborhood about this.

MR. ANDRE: Your interpretation of what you thought
was going to happen is right and that is, the petition is for
a hear~ng before the City Council and all the people are
notified. The purpose~is to give those people an opportunity
to express their views, pro or con, for the improvement.
The petition in this case I think was signed by approximately
70% of the people, which indicates there is a general
(inaudible). The purpose of the hearing is to hear the
people before the Council makes a decision. By the people

-2-
