you would calculate it. The general comments I made before
would apply here as well. I might also point out that this
particular project is not proposed to be consolidated with any
of the others - the first four are and the next four - because
there's storm sewer involved here, where the others are just
street.

ACTING MAYOR JOHNSON: Are there any written statements?

MR. ANDRE: We have one letter from Lester Krogh, 1390
West Skillman Avenue, who is in favor of the project.

ACTING MAYOR JOHNSON: We're now talking about project
P-82-28, Skillman Avenue between Pascal and Hamline Avenues.
We will open the public hearing. Is there anyone who would
like to comment on this project?

MR. HERBERT HALLGREN, 1411 Skillman Avenue: I was just
wondering why the storm sewer can't be put in the space to the
west of Pascal, running from Skillman to Shryer. Why can't it
be put west of Pascal so you can complete that road? That
part is City property, as far as I know.

MR. HONCHELL: Actually it isn't. We've vacated half of
the right-of-way. The right-of-way along Pascal - you can
look very carefully at the drawing and see that the right-of-
way is shown as 34 feet wide. I don't know if that's in
front of your home - I don't know exactly where you live -
but the typical home has 60 feet of right-of-way. Most of the
existing right-of-way is already taken up with the pavement.
The pavement is only about three feet away from the existing
lot line that we would have toward Har Mar. If we put it west,
what we would actually be doing is building it on Har Mar
property. Not to say we couldn't, but ~e'd have to go guy
the easement.

MR. HALLGREN: That belonged to the City - you donated
it to Har Mar. Why?

MR. HONCHELL: I don't know why.

MAYOR DEMOS: Mr. Hallgren, none of us were here then.

MR. HALLGREN: I have another question. A neighbor
across the street has arthritis and he was wondering about
the accessibility of his home during construction. How long
will it be tied up? I suppose the weather determines that.

MR. HONCHELL: Yes, unfortunately, and the size of the
contract and how fast the contractor is and several other
things. Routinely, these things take a couple of months -
from the time we start to the time we finish. That doesn't
mean that you're living in this terrible condition for two

-3-
