a block at a time here and there, so I just want to go on
record as being in favor of it.

MR. ROBERT GROSE, 2660 Farrington Street: I did take up
the Council's suggestion of going around (inaudible) neighbors.
In the time allowed, I did have trouble getting to everyone,
but I did get to at least some of them (inaudible) and I guess
lid like to mention some of the concerns - a couple of them
have already been mentioned. One of them is the certain
amount of procedure - I think that was sort of mentioned
earlier - it was done eight months ago - that's my under-
standing of when it went around. The information given out
at that time from a pamphlet was a year or two years old.
The people that I talked to - some of them had trouble under-
standing this. I guess I felt that everybody I talked to -
the majority that I talked to - whether they were for or
against, as the gentlemen just mentioned - they didn't have
all the facts. Even the people I surveyed had some qualms
about which way they wanted to go. I just went around and
asked if they were for or against - asked them to make comments
(inaudible). Again, this may be procedure. I was not aware
of this. I did make several calls down to the City Hall
here trying to get information. The people I talked to were
very helpful, but yet I didn't feel that I had all the methods
that you were using for this. Some of us were of the feeling
that there would be a vote in our neighborhood (inaudible).
A lot of people felt that we were doing a survey. I realize,
myself, that you do put a lot of time into something like
this. I was able to get to 25 of 31 people. I don't feel
that these statistics are necessarily valid, because people
didn't have all the facts. Of the 31, 25 were surveyed, 12
were against, and you just heard another one saying he was
for it, so we had ten for it, one undecided, we had two that
were not applicable - in other words, they did not own the
property or they were moving - someone else was moving in.
In the last eight months I think we've all seen a neighbor or
two that has lost their job - we've got some concerns there.
We have young families in our neighborhood, senior citizens,
the unemployed - these are all concerns. Again, going back
to what information was given out (inaudible) $1,000 cost.
For some of us that doesn't sound like too much, but there is
that assessment and the other 75% is going to - that has to be
paid somewhere. That's going to raise taxes. A lot of
people, I don't feel, had that input.

ACTING MAYOR JOHNSON: When the original petition came
around, did you sign it?

MR. GROSE: No, I did not.

ACTING MAYOR JOHNSON: Does anybody else wish to speak
to this one?

-3-
