MR. WARREN CRUMPLER, 2646 Farrington Street: I'm one of
Bob's neighbors and I helped him with his survey. I live on
the corner of County Road C and Farrington. One of my first
questions for Mr. Honchell is - does the widening of Farrington -
is that going to include the curb side of County Road C?

MR. HONCHELL: I'm not positive I understand your question.
County Road C has curb and gutter right now.

MR. CRUMPLER: Right, but as it comes in to Farrington,
it's going to be too narrow, right?

MR. HONCHELL: It would be 32 feet wide on Farrington and
then there would be the typical curb radius. Curb would be
constructed around to match into the existing curb on County
Road C. By that I mean, if the existing curb wraps to 29 feet,
for instance - which it very well may be today - it would be
made 32 feet wide. Standard radiuses would be built there,
just like we've built allover the City. I'm not sure I've
answered your question.

MR. CRUMPLER: If you move the curb - we have storm
sewers there - that means the storm sewer is going to have to
be moved too, right?

MR. HONCHELL: They may have to be adjusted. Routinely
they can move a short distance and not have to be rebuilt.
Our design that we have right now does not call for relocating
those - to the best of my knowledge.

MR. CRUMPLER: I think another thing that Bob Grose was
trying to get across when he brought up the point about
neighborhood petitions is that when neighborhood petitions
go around - I was not at home when this petition was originally
passed out. When the neighborhood petition goes around, is
there a cost on the petition for the people to consider at
that time? You've told us right now that just two weeks ago
we were sent a notice that told us how much this cost, but
eight months ago - did we know at that time how much it was
going to cost us - to consider at that time - or was it just
that a friend of ours came up and said hey, a bunch of us got
together and decided this would help our neighborhood look a
lot nicer and we want to know if you would support it. When a
friend comes around - most of the time you think a friend is
on your side. You don't always know. That's one point that
I want to get across. If there's a figure there to consider,
I think you can consider your petitions valid. If there's no
figure there, I think you've wronged the people by considering
this 61% have accepted it, not knowing how much it was going
to affect their taxes, what it was going to do to their yards,
driveways. Another thing you have to consider too is - like
he said - I'm one of the ones that he's talking about that is
unemployed. At this time, I can't afford anything - no matter
what it is - to come out of my pocket - whether I pay for it

-4-
