<br />storm sewers. We have had one assessment and bonds that we're <br />paying off throughout the years. When you say to us that the <br />75% that is going on the taxes is going to increase your tax - <br />that is not true. We are meshing these together. As some of <br />these bonds are quickly retiring at this point in time, the <br />City feels it is reasonable - if petitioned - to pick up a new <br />one. As this line comes down, then you may say - let's drop <br />it. Let's let my taxes come all the way down. That is <br />truthfully - whether you understand it or accept my word or <br />not - that is not responsible financing. There have been some <br />cities in our state who have done that and then when all of a <br />sudden they get down to nothing and then the people have to <br />have something done - then there is an increase. <br /> <br />The other timing I would like to point out to you - if <br />the work is done this year - historically - and I believe I'm <br />true in saying this - the assessment hearing will not be until <br />August of 1984, payable in 1985. Number one, Ilm hoping the <br />economy - and do believe the economy is picking up. The second <br />thing, I'd again like to point out for senior citizens that we <br />do have a deferment, if they wish to take advantage of it. <br />I hope live been a little helpful. <br /> <br />MR. RICHARD KOHNEN: I appreciate that explanation, but <br />I'd still like to know why this can't be sent out to the <br />concerned parties. <br /> <br />MAYOR DEMOS: I think it's the expense involved sir. <br />It's usually a several page memo and I think the cost of <br />printing and the cost of postage - it is available, you can <br />come in and view it, you can call. Anyone person could come <br />in and I'm sure could pick up one copy. Another thing I have <br />to say - I hope you people don't criticize people who have - <br />whether they're right or wrong in your.eyes - who are willing <br />to walk in here and say I want to better my community. You <br />may feel they're wrong, but we don't want to do anything in <br />our City that makes the people afraid to say I want to better <br />my community. They're to be commended. Whether you think <br />they're right or wrong, their efforts are to be commended, <br />just as yours are in opposing. <br /> <br />MAN IN AUDIENCE: I just have a comment - these are all <br />for the betterment of our CitYt but with the economy down <br />and so many people out of work, your timing might be really <br />good this year to get some super bids on this construction. <br />I would think that your bids will come in low compared to what <br />they might have been if things were going on a normal <br />(inaudible). <br /> <br />ACTING MAYOR JOHNSON: They've been down about 30% below <br />estimate the last few years. <br /> <br />COUNCILMAN FRANKE: I think Mr. Honchell would tell you <br />too that the cost of maintenance has gone up by comparison. <br /> <br />-8- <br />
