storm sewers. We have had one assessment and bonds that we're paying off throughout the years. When you say to us that the 75% that is going on the taxes is going to increase your tax - that is not true. We are meshing these together. As some of these bonds are quickly retiring at this point in time, the City feels it is reasonable - if petitioned - to pick up a new one. As this line comes down, then you may say - let's drop it. Let's let my taxes come all the way down. That is truthfully - whether you understand it or accept my word or not - that is not responsible financing. There have been some cities in our state who have done that and then when all of a sudden they get down to nothing and then the people have to have something done - then there is an increase. The other timing I would like to point out to you - if the work is done this year - historically - and I believe I'm true in saying this - the assessment hearing will not be until August of 1984, payable in 1985. Number one, Ilm hoping the economy - and do believe the economy is picking up. The second thing, I'd again like to point out for senior citizens that we do have a deferment, if they wish to take advantage of it. I hope live been a little helpful. MR. RICHARD KOHNEN: I appreciate that explanation, but I'd still like to know why this can't be sent out to the concerned parties. MAYOR DEMOS: I think it's the expense involved sir. It's usually a several page memo and I think the cost of printing and the cost of postage - it is available, you can come in and view it, you can call. Anyone person could come in and I'm sure could pick up one copy. Another thing I have to say - I hope you people don't criticize people who have - whether they're right or wrong in your.eyes - who are willing to walk in here and say I want to better my community. You may feel they're wrong, but we don't want to do anything in our City that makes the people afraid to say I want to better my community. They're to be commended. Whether you think they're right or wrong, their efforts are to be commended, just as yours are in opposing. MAN IN AUDIENCE: I just have a comment - these are all for the betterment of our CitYt but with the economy down and so many people out of work, your timing might be really good this year to get some super bids on this construction. I would think that your bids will come in low compared to what they might have been if things were going on a normal (inaudible). ACTING MAYOR JOHNSON: They've been down about 30% below estimate the last few years. COUNCILMAN FRANKE: I think Mr. Honchell would tell you too that the cost of maintenance has gone up by comparison. -8-
