It sometimes costs more to keep maintaining these roads than
it would to build a new one. What's the life of a new road
that we put in?

MR. HONCHELL: The design life is for a 20 year pavement.
We certainly like to think that the pavement is going to be
around a lot longer than 20 years. We figure a 20 year pavement
life.

ACTING MAYOR JOHNSON: As the economy improves - it won't
be with us that much longer - but youlre right - right now the
assessments are coming in about 25% below - the bids are coming
in about 25% below these estimates. That's been our experience
now for about the last year and Mr. Honchell just confirmed
that that's where we pretty much are right now. It's a good
time to get the work done in that sense.

MR. DONALD HOFSCHULTE, 2752 Farrington Street: I live on
the corner of Iona Lane and Farrington. I have a couple of
things - I keep adding to them - I wasn't able to get up
and say them before. First of all, I donlt think this is just
a cosmetic treatment to the area. I think it's a whole lot
more than that. Anybody that just considers it cosmetic, I
think, is missing the boat. There's some real value there.
Also, when Mr. Langer contacted me last summer, I want to clear
the air on something because there was a suggestion that
possibly the facts were not properly represented. I want
everybody to know that they were properly represented. I know
Bob Langer - he lived there 18 years, I've lived there 25 -
in fact, I think I was the first one on the block. I don't see
him all that often, but I'll tell you - he properly represented
the facts. He said that it could be $8.00 and it could be
$12.00 and more than likely $12.00 - that's the way he put it
to me. I don't think I have the figures that he gave me
originally, but I do remember the $12.60 figure. I think that
he properly represented what he was petitioning for. Insofar
as the Mayor's comments on the cost of sending out a copy of
the feasibility study - I don't think it's necessary to send.
out a copy of the feasibility study to all of the concerned
parties, but I do think a post card could be sent out to the
concerned parties to tell them that a feasibility study has
been made and is available. As far as the bids are concerned -
I agree. I think we'd have gotten better bids even six months
ago but the timing was such that you couldn't do it then. But
I still think we're going to get good bids now. No question
about it.

One last comment that the Council may not like - but I
have to say it anyhow because I'm standing and I have a chance
to say it. I really do think that the Council perhaps could
do a little bit more in the way of leading these improvements -
in a more palatable way - to the taxpayers in the community.
I think that - having backed off of street improvement as we
did a number of years back, after getting your fingers burned -

-9-
