ANDRE: There are none. <br /> <br />ACTING MAYOR JOHNSON: We're now talking about project <br />P-82-22, Farrington Street between County Road C-2 and Iona <br />Lane and on Iona Lane between Farrington and virginia. I will <br />open the public hearing. Is there anyone that wishes to <br />comment on this one? <br /> <br />MR. FRANCIS PARTYKA, 2874 Farrington Street: I live on <br />the corner of Farrington and C-2. Mr. Honchell, I have a <br />question for you. What percent did you say signed the petition? <br /> <br />MR. HONCHELL: 66% (inaudible) some City property and that <br />lowered it somewhat. <br /> <br />MR. PARTYKA: I doubt whether I'm going to change any- <br />body's mind as to whether they're for it or against .it. <br />Personally, I'm against it. I've got better use for $1,000 - <br />or whatever it's going to cost - in this day and time. One <br />thing I do object to about this project though - and that's <br />the way the petition was gotten. The people who came around <br />to my house to tell me about it, came with the story that <br />only 33% of the neighbors needed to sign that petition to <br />pass this. It wasn't just to get the study done - it was to <br />get it passed. When he came to my house, he said he already <br />had the 33% and he didn't need my signature anyway. But he <br />was going around to all the neighbors. In my mind, that's <br />mispresentation. I don't know how many people from my block - <br />I know at least four or five people - my neighbors - who <br />live on this block and are here tonight - the majority didn't <br />sign. But I felt it was misrepresented to most of the <br />neighborhood when this petition was brought around. <br /> <br />ACTING MAYOR JOHNSON: Did you sign the petition? <br /> <br />MR. PARTYKA: No, I did not. I was the new boy on the <br />block and I still am. I've only been there four years. <br />While I didn't want to go against my neighbors, I really <br />wasn't for it but I wanted to, check it out a little bit more. <br />I ended up calling City Hall and the City engineer to find <br />out what this petition process is all about. I tried to tell <br />some of my neighbors that I knew what this was and this magic <br />33% number. It turned out that there is no magic. It sounds <br />like what you need here is 50% - or at least thereabouts. <br /> <br />ACTING MAYOR JOHNSON: Depending on the need. What's <br />the rule in terms of bringing it to the Council? <br /> <br />-2- <br />
