<br />MR. ROBERT BELL: 35% takes three votes of the Council, <br />otherwise it takes four. <br /> <br />MAYOR DEMOS: 35% - if less than 35% petition for it - <br />when we vote on it, it takes four votes to pass it. If the <br />petition is more than 35%, it only takes three votes of our <br />votes to pass it. <br /> <br />WOMAN IN AUDIENCE: To send a petition to the Council, how <br />many votes does it take? To introduce the petition to the <br />Council, it takes how many votes? <br /> <br />MAYOR DEMOS: No votes. <br /> <br />MR. ROBERT BELL: One signature. <br /> <br />MAYOR DEMOS: Legally he is correct, but the truth of the <br />matter is - you couldn't bring a petition here with one name <br />on it and get us to order a study. <br /> <br />MR. ROBERT BELL: But legally all it takes is o~e name. <br /> <br />ACTING MAYOR JOHNSON: Earlier this evening Mr. Honchell <br />said that we had one for about 40% and we didn't even order the <br />study on it because it was that low. We play it in terms of <br />the need, how the street looks, and what condition it's in - <br />but the rule of thumb is if it's 40% to 50% we'll order the <br />study and then see where it leads. <br /> <br />MR. PARTYKA: I realize that, and the only thing I'm <br />bringing about - I want to make it known to the people here - <br />when the people brought the petition around for us to sign, <br />it was misrepresented as to what they were doing. They were <br />saying that all they needed was 33% to have this whole thing <br />passed. <br /> <br />COUNCILMAN FRANKE: Maybe they didn't misrepresent - <br />maybe they didn't understand either. <br /> <br />MR. PARTYKA: Whether they understood it or not, they <br />were the ones bringing the petition. <br /> <br />COUNCILMAN FRANKE: But I don't think that they would <br />maliciously misrepresent it. <br /> <br />MR. PARTYKA: I never said (inaudible). I understand <br />that one of the gentlemen involved was a previous member of <br />this Council. <br /> <br />COUNCILMAN FRANKE: He should have known. <br /> <br />MAYOR DEMOS: I would like to say that as long as I've <br />been on this Council, historically this Council wouldn't <br />accept a petition under 35%. <br /> <br />-3- <br />
