<br />requirement of the state to get the road through - I think I'll <br />have to accept that - but I wanted to ask you whether the <br />widening - does it occur equally on each side? How is that <br />determined? <br /> <br />MR. HONCHELL: Except for the portion very near Western <br />Avenue - where I said we're going to try and improve the <br />stopping ability right there - we're going to be placing the <br />road on the center of the right-of-way, equal on each side. <br /> <br />MR. CURTISS TROUT, 341 West County Road C-2: I have <br />several concerns, one about your comments about Western Avenue <br />and the right-of-way - what you're going to do there. Cer- <br />tainly there's a problem - especially (inaudible). It's <br />almost impossible to go down to that stop sign without <br />sliding, no matter what car you're driving. I am concerned, <br />though, about widening the street. That's the biggest concern <br />I have here tonight. When I moved in here about five years <br />ago, one of the things that attracted me to County Road C-2 <br />was that it wasn't (inaudible) County Road C. We have <br />considerable traffic that goes through there, well above the <br />speed limit. I have children, I have a dog that was. hit by <br />people driving through there fast - I really don't want to <br />see County Road C-2 made any more attractive for people <br />flying through the neighborhood. If you can make it crooked, <br />go ahead and do it - slow them down - put in speed bumps. <br />I'm concerned about the safety of my family. <br /> <br />I think you've made some very constructive comments <br />about parking. It's a problem that we have - not being able <br />to see out of our driveways with cars parked there. You <br />addressed those very adequately and I thank you, but I am <br />concerned about making this street more palatable - more <br />attractive - to people leaving the marketplace and heading <br />to the eastern parts of Roseville. I'd like to see that <br />traffic directed down Rice and over on County Road C - roads <br />that are much more designed to handle it and that don't have <br />the residential concerns. <br /> <br />MR. HONCHELL: We also don't want to see cross City <br />traffic on that street. . I suppose you could take the same <br />approach - will traffic now be using Farrington, Matilda, <br />Galtier - all of those streets - just because they're paved. <br />It's been our experience that that doesn't happen. The <br />people that are making the trips right now are doing so <br />because they either live right there in the area or, in <br />their opinion, they're saving time between where they're <br />going and where they're corning from. We haven't seen large <br />volume increases in other places in the City where we've made <br />improvements. People go right on through - if they're a <br />rotten driver that speeds and runs over dogs - they're going <br />to do it today and they're going to do it in the future. <br />We find we can't sign and make them stop or legislate and <br />make them stop. A careless driver is a careless driver. <br /> <br />-4- <br />
