<br />I'm not trying to pacify you or placate you - the points you've <br />made are valid. It simply hasn't been, though, that we find <br />much of a change in driving habits because a street is paved. <br /> <br />MAYOR DEMOS: I want to point out that County Road C is <br />50 feet or so . <br /> <br />MR. HONCHELL: It's 51 or so. <br /> <br />MAYOR DEMOS: There's a little bit of difference there. <br />Another thing is - if I'm going from east to west - traveling <br />to City Hall - I'm going to take County Road C across. The <br />only time I'm going to go down Western and go across C-2 is <br />if somebody has called me to come and look at this or that. <br />I don't think the average person would. In other words, <br />people who live immediately west of Western may be going up <br />that way, but by the same token, that is the reason that it's <br />an MSA street - it is leading from one to the other - and <br />that's the reason we're doing it under the MSA provisions and <br />not assessing the homeowners. I really don't think that <br />people go out of their way because a street has been done. <br />The other thing I'd like to comment on - we've sat i~ these <br />chambers and got quite bloody a couple of years ago - over <br />Skillman Avenue from Snelling to Fairview. We heard just <br />what you did. A neighbor said to me - not so long ago - <br />from that street - you know, the people who tore up and down <br />there and used it as an obstacle course, are no longer there. <br />In other words, they were talking about people from their <br />own neighborhood - and I hesitate to say teenagers, but that's <br />what they felt - but they said that when they had the pot- <br />holes there and they could make a lot of noise at night - <br />they did it. They said truthfully, those people have quit <br />using that street for that purpose. So that's one case and <br />I make no promises - but that's one case where they say it's <br />better since it's been done - better than before. <br /> <br />WOMAN IN AUDIENCE: It's also designated as a bike path <br />~n here - a designated state bike route. <br /> <br />MR. HONCHELL: Technically it's not a state bike route <br />or City bike route but you're right - it is a bike route. <br />There was a study done recently by a City-wide bike committee. <br />They at least recommended that that not be one of the roadways <br />that would have off-roadway facilities added. That's not to <br />say that that has to be the final answer - that was their <br />recommendation, having studied the City. As such, we didn't <br />propose off-road facilities at this location. what we've <br />actually found is that many times when you have this no <br />parking on one side - a parking lane on the other - that the <br />area that's normally designated for parking just doesn't get <br />that many cars parked on it. You may know your street and <br />you may say that isn't going to be the case, but routinely <br />we've found that a lot of times that that marked off area on <br />the one side kind of turns into a neat little walking or bike <br /> <br />-5- <br />
