The notice of regular meeting <br />dates, times and places will be posted on the website of the Organization (and in the <br />official Inewspaper� of the member cities). Special meetings may be held at the request - comment pit: Dowepostin Papers? <br />of the Board Chairman or at the request of two (2) Commissioners provided that such <br />special meeting shall be preceded by not less than three (3) days written notice of the <br />time, place and purpose of the special meeting. All meetings of the Board shall be subj the provisions of <br />the Minnesota Open Meeting Law. <br />Subdivision 12. Location of Board Office. The Board shall maintain a business <br />office at 2660 Civic Center Drive within the City of Roseville. All notices to the Board <br />shall be delivered or served to such office. Each City shall be compensated for <br />administrative services rendered to the Organiza. <br />SEC N IV <br />WATERSHED M GEMENT TAX DISTRICT <br />Each City may establish a watershed management tax district for the portion of <br />its corporate boundaries which lie within the Grass Lake Watershed pursuant to the <br />provisions of M.S. 103B.245. Neither the provisions of this Agreement nor the <br />establishment of a watershed management tax district shall prevent the Councils of the <br />City of Roseville or the City of Shoreview, om electing to finance the planning for water <br />ma ement; financing of capital improvements; or for providing the normal and routine <br />maintenance pital improvements within the Grass Lake Watershed by other <br />resources. <br />low SECTION V <br />POWER AN DUTIES OF THE BOARD OF COMMISSIONERS <br />Subdivision 1 . Organization. The Organization, acting by its duly appointed <br />Board of Commissioners, shall have the powers and duties set forth in this section. <br />Subdivision 2. Watershed Management Plan. The Board shall prepare, finance <br />and implement a watershed management plan for the Grass Lake Watershed. The plan <br />shall: <br />
