<br />Later, our fiscal agent will be talking about the rates of those. <br />I~can only say that in this particular case the rates to actually <br />be charged to those people will be recommended by the staff as <br />being something different than what we normally recommended. The <br />reason for that is is that if you look at these roads you will <br />see there is a side lot with the long side along the street, <br />while the front of it is on B. Here is another lot the same way, <br />another, another, another. You will see that nearly every parcel <br />up and down the street has its long side along Fernwood, its <br />short side along the cross street. And our policy says that we <br />only assess 10 percent typically if we we're assessing at all for <br />a side lot. Where we get down here there is almost no frontage. <br />It is hard to believe that there is only about 1,000 feet of <br />frontage or so on this whole project that ends up getting <br />assessed and they'd be assessed amost $400 a front foot if we <br />followed our typical arrangement. This isn't an assessment <br />hearing, this isn't the time that the decision get~ made but I <br />can tell everyone here from this parcel in particular that the <br />staff is not going to be recommendfnj $400 a foot but rather <br />something far les than that in the $80 category which is what all <br />these other MSA roads have been assessed for the last few years. <br />That~s where this number comes from. It is typical of what has <br />been assessed on all the other streets like this. It tends to be <br />fair to these people. We don't want to under assess them but we <br />don't want to over assess them. This work would be done hope- <br />fully this summer if it is approved and it should be completed <br />before the fall. It is typically a 2-3 month process. And as <br />part of that, routinely the road would be kept open for the <br />people ~o use all through the project with the exception and <br />occasionally when curbs and gutters are being dried and brought <br />up to strength you won't be able to come in and out of your dri- <br />veway for 3-4 days. We have to let the curb gain strength other- <br />wise when you drive on it you will crack it. The other thing is, <br />particularly in this area there is some very bad material. There <br />is some more of it over in here. Our soil borrings indicate we <br />are going to have to excpvate several feet of material out of <br />that road and obviously out of your driveway because otherwise <br />you fall down into this giant hole. We would be happy to work <br />with any individual that has this inconvenience and aid you at <br />getting in and out of your property. And even then this would be <br />only during that period that extensive cuts are taking place. As <br />soon as they can they will be filled back in and be right back to <br />the same condition as all your neighbors. But there is some very <br />bad material indicated by the soil borings and on a couple of <br />occassions we will have to do extensive excavation in those par- <br />ticular sites. <br /> <br />MAYOR: Mr. Peterson. <br /> <br />PETERSON: Thank you, Mayor.
