Please step up to the microphone, state your name and <br />address. <br /> <br />DEMOS: I will then close the hearing. <br /> <br />DEMOS: We will then move on to p-82-23 County Road C-2 from <br />Rice to Western Avenue - paving. <br /> <br />HONCHELL: This project is slightly different than the others <br />in that it is on what is called an MSA Street. County Road C-2 <br />is a municipal state aid street, which means it is eligible to <br />receive some funding from the state, if its available, on some <br />designated roadways. This being one. The Council's policy is to <br />not assess the single-family property that is being used as a <br />standard single-family dwelling, and to only assess apartment <br />complexes, which exist on the extreme southeastern corner next to <br />Rice Street, at a fixed 3S% rate, rather than the normal lOOt <br />that is used for commercial buildings. As you can see from the <br />overhead, the smaller side of the lot involved is along Co. Rd <br />C-2. If you will recall my discussion of a few minutes ago, the <br />smaller side is considered the front, the longer side considered <br />as a side, so this shorter side is the frontage. The development <br />of this project likewise came in significantly under the <br />Council's original feasibility study which was about SO% more <br />than the final cost. If you have any questions, I'd be happy to <br />answer them. <br /> <br />DEMOS: Mr. Deans? <br /> <br />DEANS: Mayor and members of the Council, the total cost of <br />this project is $171,937.08. There are 2,938.8 assessable feet <br />which would be 100% assessed at a rate of S58.51 per foot. <br />However, under City policy, the multiple family dwellings are <br />assessed at the 35% rate for a $20.48 rate per foot. For the R-I <br />and R-2 properties that are not tax exempt, there are no <br />assessments under the City policy. We expect to receive <br />$12,167.17 from special assessments to be assessed over a 15 year <br />period at a rate that we recommend of 10.5%, with the 30 day pre- <br />payment provision. <br /> <br />DEMOS: Any questions?
