Regular City Council Meeting
Monday,August 22,2011
Page 6
Mr. Barraclough provided a brief background of this request; to enlarge the back-
yard of the property and make the property more marketable, while avoiding any
encumbrances and yet taking nothing from the adjacent outlot.
Pust moved, Johnson seconded, approval of the RECOMBINATION MINOR
SUBDIVISION for the Lorraine B. Smith Living Trust to allow the proposed re-
combination of property based on the comments and findings of Sections 4 and 5,
and the conditions of Section 6 of the Project Report dated August 22, 2011.
Roll Call
Ayes: McGehee; Pust; Johnson; Willmus; and Roe.
Nays: None.
9. General Ordinances for Adoption
10. Presentations
a. Continued Discussion on the 2012/2013 Recommended Budget
At the request of Mayor Roe, City Manager Malinen provided a summary of new
information included in tonight's RCA dated August 22, 2011, from the material
presented in past packets. Mayor Roe noted that the City Council, at their Sep-
tember 12, 2011 City Council meeting, would be adopting the 2012 Preliminary
Budget and Levy.
For additional clarity, Mayor Roe suggested that staff go through the programs
where changes were indicated with individual Councilmember questions ad-
dressed at that time; followed by a Q & A time with individual Department
Heads, all of whom were in attendance at tonight's meeting.
Councilmember Johnson suggested that, as part of that Q &A time with staff, part
of their response include any impacts to their specific departments in implement-
ing the recommendations of City Manager Malinen in his Memorandum dated
August 4, 2011 (Attachment A) to use half of the additional state funds due to
elimination of the Market Value Homestead Credit (MVHC) for operating costs;
and the other half to diminish the levy by a percentage; specifically how it may
change the original reduction by three (3) FTE's.
Councilmember McGehee advised Mayor Roe that she had approached tonight's
discussion differently, as detailed in her e-mail bench handout dated August 19,
2011; attached hereto and made a part hereof; and asked that that approach be in-
cluded as part of tonight's discussion.
Mayor Roe advised that broader questions would be addressed at the end of to-
night's discussion; while his intent was to get the more detailed questions ad-
dressed first.
