Smith Living Trust to allow the proposed re- <br /> combination of property based on the comments and findings of Sections 4 and 5, <br /> and the conditions of Section 6 of the Project Report dated August 22, 2011. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> 9. Continued Discussion on the 2012/2013 Recommended Budget <br /> At the request of Mayor Roe, City Manager Malinen provided a summary of new <br /> information included in tonight's RCA dated August 22, 2011, from the material <br /> presented in past packets. Mayor Roe noted that the City Council, at their Sep- <br /> tember 12, 2011 City Council meeting, would be adopting the 2012 Preliminary <br /> Budget and Levy. <br /> For additional clarity, Mayor Roe suggested that staff go through the programs <br /> where changes were indicated with individual Councilmember questions ad- <br /> dressed at that time; followed by a Q & A time with individual Department <br /> Heads, all of whom were in attendance at tonight's meeting. <br /> Councilmember Johnson suggested that, as part of that Q &A time with staff, part <br /> of their response include any impacts to their specific departments in implement- <br /> ing the recommendations of City Manager Malinen in his Memorandum dated <br /> August 4, 2011 (Attachment A) to use half of the additional state funds due to <br /> elimination of the Market Value Homestead Credit (MVHC) for operating costs; <br /> and the other half to diminish the levy by a percentage; specifically how it may <br /> change the original reduction by three (3) FTE's. <br /> Councilmember McGehee advised Mayor Roe that she had approached tonight's <br /> discussion differently, as detailed in her e-mail bench handout dated August 19, <br /> 2011; attached hereto and made a part hereof; and asked that that approach be in- <br /> cluded as part of tonight's discussion. <br /> Mayor Roe advised that broader questions would be addressed at the end of to- <br /> night's discussion; while his intent was to get the more detailed questions ad- <br /> dressed first. <br />
