Mr. Petersen suggested that the Lake Association make their comments or concerns regarding access <br />problems for reference materials in writing to the GLWMO Board during the review period, requiring that <br />the Board respond in writing to those written comments, allowing for resolution in that manner. <br />Chair Eckman reviewed the written comment response the Board would need to comply with for the <br />benefit of Mr. Roberts to relay to Lake Owasso residents; as well as opportunities to provide those <br />comments at the Public Hearing. Chair Eckman opined that this should serve to address concerns with <br />access issues due to the state government shutdown. <br />Ayes: 0 Nays: 5 Motion failed. <br />Chair Eckman advised, for the benefit of the public, that this action by the Board provided for no <br />extension of the " 60 day review period"; and asked that the public take advantage of those additional <br />opportunities detailed during tonight's discussion to ensure that the GLWMO Board received and was <br />able to respond to their concerns. <br />Ram_ sey Conservation District (RCD) <br />Mr. Petersen noted the Board's receipt of the Second Quarter Invoice submitted by the RCD in the <br />amount of $1,869.75, with details of those specific services. <br />Second Quarter, 2011 BN Wffechnical Service Progress report — Ryan Johnson <br />Mr. Johnson presented an update to the Board of RCD activities during the second quarter of 2011; noting <br />that this was an especially busy time for the RCD; and detailed that activity to -date. Mr. Ryan advised <br />that the BMP cost -share program was gaining in popularity, basically through word -of -mouth and <br />personal tours; with significant interest and potential projects for Lake Judy residents, based on a recent <br />very efficient tour of various techniques, and creating a friendly design rivalry among residents. <br />Mr. Johnson provided a County -wide comparisons in the BMP cost -share program for 2010 and 2011; <br />and estimates for third quarter work to design and complete those projects within GLWMO. <br />Mr. Johnson referenced the breakdown of hours for various projects to -date; and advised that all <br />indications were that the GLWMO would run out of funds for the BMP projects, (by the end of 3`d <br />quarter), given its popularity, with the RCD potentially picking up any additional costs in the 4th quarter. <br />Mr. Johnson advised that the program was popular across most watershed districts this year as it became <br />better known. Mr. Johnson opined that, as long as property owners were committed to completing <br />projects, the RCD didn't want to discourage them. <br />Mr. Johnson provided a pictorial overview of various problems being experienced on Lake Judy, <br />including shoreline- sloughing, muskrats, invasive vegetation, and the attempt to install native buffers to <br />stabilize the shoreline. Mr. Johnson further noted the need to identify and disconnect storm water <br />infiltration points for filtering before they reached the lake, with many on Lake Judy coming from <br />multiple, large - acreage properties. Mr. Johnson reiterated that Lake Judy residents seemed very receptive <br />to these improvements at this time. <br />On Lake Owasso, Mr. Johnson provided an example of an area with complete bank failure in the <br />Woodbridge St. area of the Lake, threatening mature, established trees. While problematic, Mr. Johnson <br />reviewed some options to resolve the issues, including Envirolock Bags or something to provide more <br />structure; however, he noted that the grade could not be established without the use of rip- rap unless <br />there was significant vegetation and hard armoring to "soften" the aesthetic appearance. <br />M <br />
