4. Define Land Use: Working collaboratively with staff, the Brauer team will develop a Land Use Zone <br /> map and supportive text that begins the process of determining the best use of the park land within <br /> the context of its relationship to adjacent properties and the development program. The principles of <br /> sustainable development -- a design that will endure public use and land practices that protect the <br /> land resource -- will also be defined. <br /> 5. Schematic Concepts: Building upon the previous tasks,the Brauer team will prepare alternative <br /> schematic concepts for the site. Given the number of issues already identified, there will be no <br /> shortage of options in developing these concepts. Specific criteria affecting the concepts include: what <br /> are the ideal physical relationships between the facilities proposed for the site within the context of the <br /> Recreational Program Use Zones?; can the physical relationships be developed to limit the duplication <br /> of support structures?; what opportunities does the site present and how can these be taken <br /> advantage of in the design? The evaluation matrix will be used to evaluate each concept. <br /> 6. Master Plan and Implementation Plan: Using the adopted concept plan, the Brauer team will <br /> prepare a master plan (preferred plan) for the park. The master plan will represent the design solution <br /> that best responds to the needs and desires of the City while remaining within the their ability to fund <br /> improvements. Since the master plan essentially refines the accepted concept, a host of more specific <br /> issues will arise that must be addressed, such as: how can the relationships between facilities be <br /> further refined, what "themes" need to be developed, how will engineering aspects of the site affect <br /> development costs?An implementation plan encompassing a cost estimate, phasing plan (if needed), <br /> and set of action steps for implementing the master plan will also be prepared. This takes into <br /> consideration cost estimates and the City's ability to fund the project. <br /> 7. Final Master Plan Report Document: The final report for the master plan will be structured to meet <br /> all of the requirements of the RFP and clearly define planning findings, recommendations, and graphic <br /> representations of planning and design outcomes. Since there is a potential that the project will be <br /> completed in phases, the final report will clearly define planning outcomes so that future phases of <br /> development will be in sync with the discussion and agreements that came out of the master planning <br /> process. <br /> The final document will be in an 8 1/2" x 11" format or other format suitable for copying on commercial <br /> black and white and color copying machines. One set of originals will be provided to the owner. An <br /> Executive Summary wiil also be produced. <br /> Presentation graphics will be prepared as warranted for public meetings. !t is expected that these will <br /> include graphics illustrating the design features. PowerPoint presentation format will be used to <br /> illustrate important planning issues and results during meetings and public presentations. <br /> 8. Master Planning Meetings: The Consultant shall include 5 formal meetings for presentation plans <br /> and other important project information and/or the solicitation of input and ideas. The Consultant shall <br /> include all materials and preparation necessary for these meetings. Informal meetings with the <br /> Owner's staff shall be included. The number of such informal meetings shall not be limited. <br /> B. SCOPE OF SERVICES a Design Development, Construction Documents, Bidding 8 Construction <br /> Administration <br /> 1. Design Development: Refines and further defines the facilities and site amenities to be constructed <br /> under this phase. This includes review and use of appropriate design standards for listed facilities and <br /> preparation of design development drawings. The drawings include preliminary facility layout, <br /> landscaping, grading, removals, site utility. and site lighting plans, and details. Outline specifications, <br /> including general and technical sections, will be prepared. The preliminary bid form outline will be <br /> prepared and used to estimate construction costs. (These will not be suitable for construction the <br /> work) <br /> 2. Construction Documents: These drawings include final facility layout, landscaping, grading, <br /> removals, site utility, and site lighting plans, and details. Project specifications, including general and <br /> technical sections,will be prepared. The bid form outline will be prepared and used to estimate <br /> Page 2 of 6 <br />
