9.1.1 An identification of potential environmental impacts of proposed <br /> project <br /> 9.1.2 Any scenarios/alternatives must address same issues and have <br /> similar procedures to EIS <br /> 9.1.3 An in-depth review of potential impacts <br /> 9.1.4 Analyses and description and mitigation to be provided to other <br /> local units, agencies, and public <br /> 9.1.5 Notice to all impacted property owners and to EQB. EQB <br /> publishes notice of availability in Monitor <br /> 9.1.6 Opportunity (time)to respond and the City (as the RGU) must <br /> respond to respond to comments <br /> 9.1.7 The City must routinely develop information in 1 through 6 <br /> (above)to provide notice and review opportunities for each project <br /> subject to environmental review <br /> 9.1.8 The review must project residential and commercial development <br /> in the Twin Lakes area, from the City's Comprehensive Plan with <br /> the following: <br /> a. Existing and Future Land Use Plan (or changes thereto) <br /> b. Public facilities plan (public and private transportation <br /> facilities and services) <br /> c. Capacities of public sewer system <br /> d. Implementation program, fiscal plan and identification <br /> of official controls and CIP <br /> 9.1.9 Projects that are consistent with the plan are exempt from further <br /> review if the project complies with the conditions of the plan for <br /> mitigation. <br /> 9.1.10 Projects under construction or planning when the AUAR starts <br /> must comply with mitigation conditions or adaptations thereto <br /> 9.1.11 No final approvals can be given to projects until the RGU adopts <br /> an environmental analysis document and mitigation plan for the <br /> area. <br /> 9.1.12 The City must adopt an order specifying the boundaries and the <br /> nature, location, intensity of the proposed development. <br /> 9.1.13 The City will specify at least three development scenarios. At least <br /> one of the scenarios (or a combination thereof) must be consistent <br /> with the adopted comprehensive plan and one must be consistent <br /> with known plans of area property owners (to allow for <br /> comparison of impacts). <br /> 9.1.14 The City will designate sub-areas and sub-scenarios. <br /> 9.2 Environmental Analysis <br /> 9.2.1 The content and form must be similar to EAW <br /> -' 9.2.2 The level of analysis must be comparable to EIS for typical <br /> impacts <br /> 9.2.3 The City must certify the content and form and the City must <br /> certify that the comprehensive plan requirements are complete. <br /> Twin Lakes Renewal Strategy August, 2000 5 of 9 <br />
