9.3 Review Procedure <br /> 9.3.1 The City will prepare a draft environmental analysis of each <br /> scenario, with standard EQB/EAW content and format. The draft <br /> must be distributed for comment. <br /> 9.3.2 Reviewers have 30 days from EQB monitor date of availability to <br /> provide written comments to the City concerning: <br /> Accuracy <br /> Completeness <br /> Potential impacts needing additional analysis <br /> Information needed for permits <br /> Mitigation methods to prevent significant impact <br /> The City (through the consultant) must revise <br /> environmental analysis based on comments. The <br /> City (through the consultant)must include a <br /> mitigation plan. <br /> 9.3.3 The City must distribute revisions (agencies have ten days to <br /> object)within 30 days of objection; The City must submit a written <br /> response to the agency. <br /> 9.3.4 The City must adopt revisions at first meeting after 15-day <br /> distribution. <br /> 9.3.5 EQB Monitor will publish notice of adoption and completion of <br /> review. <br /> 9.3.6 Projects that are consistent with the plan do not require further <br /> review. <br /> 9.3.7 Projects with further objections are reviewed by EQB. <br /> 9.4 Time Limits <br /> 9.4.1 The City must adopt environmental analysis and mitigation plan <br /> 120 days after the City ordered review. Extensions are possible by <br /> consensus of all proponents. <br /> 9.5 An ordinance (a Planned Unit Development)will be adopted as an <br /> implementation tool <br /> 9.6 Mandatory EAWs in Roseville (2°d Class City) <br /> 9.6.1 Construction expansion of warehouse or light manufacturing in <br /> excess of 450,000 s.f. <br /> 9.6.2 Construction/expansion of industrial, commercial or institutional <br /> facility in excess of 300,000 s.f. <br /> 9.6.3 Collector roads of more than one mile in length <br /> 9.7 Mandatory EIS in Roseville (2"d class city)Construction/expansion of <br /> warehouse or light manufacturing in excess of 1,000,000 s.f. <br /> 9.7.1 Construction/expansion of industrial, commercial or institutional <br /> facility in excess of 750,000 s.f. <br /> Twin Lakes Renewal Strategy August, 2000 6of 9 <br />
