9.7.2 1,000 unattached units or 1,500 attached units in a city within the <br /> metro area,having adopted a comprehensive plan. <br /> 10 Utilities <br /> City utilities including water, sanitary sewer, and storm sewer are in place and <br /> currently serve the Twin Lakes Business Park. A 16-inch water line is available <br /> on Fairview and a 12-inch line is available on Cleveland, while an 8-inch line <br /> serves Prior Avenue. An 18-inch sanitary sewer line is available on Cleveland and <br /> Fair-view, and a 12-inch on County Road C all connecting into a 36-inch regional <br /> interceptor. Two new storage ponds have been constructed in the past five years; <br /> one north of Arthur Street, adjacent to the southern edge of Langton Lake, and <br /> one west of Cleveland Avenue, south of the Centre Pointe Business Park. <br /> Additional on-site ponding may be required. <br /> 11.0 Governmental Approvals <br /> In additional to the Alternative Urban Area-Wide Review, depending on the <br /> specific development proposal,required approvals could include Mn. PCA <br /> Indirect Source Permits(ISP),rezoning, subdivision,conditional use permit, <br /> variance,and financial assistance package approval from the City of Roseville; <br /> drainage plan approval from the Rice Creek Watershed District, approval to alter <br /> a protected water body or wetland from the Minnesota Department of Natural <br /> Resources, and Ramsey County Access Highway Permits, and possibly others. <br /> 12.0 Developer Incentives <br /> The Site is located within three existing Tax Increment Financing Districts. The <br /> City of Roseville is experienced in using tax increment financing as an economic <br /> development tool and is willing to work with developers and businesses to put <br /> together assistance packages to till demonstrated financing gaps to make projects <br /> happen. The project must guarantee the City annual net property taxes adequate <br /> to fulfill the terms of a pay-as-you-go financial development agreement <br /> Roseville city staff has also worked with potential businesses to obtain assistance <br /> through EPA, HUD, Metropolitan Council, Ramsey County and State of <br /> Minnesota assistance programs. <br /> 13.0 Consultant Contract Approvals and City Proprietary Rights <br /> The City will use consultants who have qualified for work through the city 3-year <br /> pool of approved consultants or other previous selection processes. The City <br /> Council has the right to reject any or all consultants' proposals at any time during <br /> or at the end of this selection process.
