2.4 The moratorium will provide up to 9 months (or the completion of the study,whichever <br /> is sooner) to complete the study and implement any changes to the citys Official <br /> Controls. <br /> 3.0 Proposed Study <br /> 3.1 The staff proposes to complete a study of items listed below and to prepare a report for <br /> the city Council and the Planning Commission. In the study, staff will examine code <br /> requirements and existing conditions in Roseville and compare then to existing <br /> development patterns in 4 Roseville centers and up to 4 other Turin Cities communities <br /> th regional or subregion.al malls,or areas with big box retail or power centers adjacent <br /> to or in close proximity to residential development. The staff in cities in which these <br /> centers are located will be contacted to discuss their review procedure,impacts and the <br /> local regulations that were used to complete the project. <br /> Items to be studied include the following: <br /> A. What types of permits are required for shopping center expansions <br /> adjacent to residential areas? . <br /> B. Can 4-hour uses work adjacent to residential areas? What issues are <br /> caused by the 4-hour uses? How can the issues be mitigated? <br /> C. is there a traffic increase and circulation disruption within and adjacent to <br /> the center? <br /> D. What is the appropriate parking lot lighting,security lighting*and signage <br /> lighting? <br /> E. What is the level of HVAC sound and how can the FIVAC be screened? <br /> F. What is the loading doers design,sound,lighting,and hours of operation? <br /> G. What is the parldng lot design and capacity within Soo feet of store entry? <br /> H. How is the grading,drainage,and on-site/off-site ponding affect the center <br /> and surrounding area? <br /> 1. How is cart storage and truer parking handled? <br /> J. What is the process for effective trash handling and clean up of on-site <br /> debris? <br /> I .
