The Staff reviews capacity at p.m. peaks at the <br /> 4 intersections of Snelling and County Road B. <br /> 5 <br /> 6 John Ridge, 1 454 Eldridge Ave. west, stated that the green space from the <br /> 7 property tine to the parking lot is 30 feet (instead of 40 feet). Thomas Paschke <br /> noted that in the area near the proposed building area, the 40-foot setback would <br /> 9 be enforced. <br /> Mark Battis, 1413 Eldridge Ave. west, asked whether the Planning Commission <br /> 12 will recommend no additional accesses to the neighborhood. He asked if the city <br /> 13 staff will add conditions (A: no). <br /> 14 <br /> 15 Ron Balezewski, 1391 Ryan, asked, when granting an easement, is the act of <br /> 16 granting the easement detrimental to the adjoining neighborhood Chair harms <br /> 17 reviewed the process for approval of easements. Member Mulder noted that a key <br /> 18 question is `does the relocation degrade the service in the neighborhood or city?" <br /> 19 <br /> 0 Ron B alczewski noted that houses near the parking lot have had problems with <br /> 21 flooding from the parking lot. would the capacity of the storm sewer line <br /> change? Deb Bloom explained the engineering review process. The service from <br /> 3 these utility lines will maintain the same level of service; it will function the same <br /> 4 as current improvements. <br /> 5 <br /> 6 Mike Radovich, 1940 Asbury St., noted that the right-of-way to the east of the site <br /> 7 would require a right-of-way permit for any new driveway. (A: The City policy <br /> 8 would not approve new commercial traffic through a residential area without <br /> 29 hearings and Council approvals). <br /> 30 <br /> 31 Bruce weber, 1440 Eldridge Ave. west, expressed concern about flooding from <br /> 32 the parking lot into adjacent streets. He asked if increase or decrease in <br /> 33 flood/storage would occur. Greg Kopischke, Westwood Engineering, noted that <br /> 34 storm water pond areas would be relocated; no additional drainage would occur to <br /> 35- the north. The project would add and-improve storm ponding and better <br /> 36 conditions with new N.U.R.P. ponds. Mr. weber noted that re-grading around the <br /> 37 new store could add new run-off to the north. Chair Harms asked for details from <br /> 38 Tony Pri zen regarding grading north of the proposed store. Prinzen will work <br /> 39 with staff to resolve. Chair Harms asked Deb Bloom to review this with Bradley. <br /> 40 <br /> 41 Adrian Feller, 1440 W. Belmont Lane, asked the Planning Commission if a 4- <br /> 42 hour grocery store was a fair proposal adjacent to the shopping center. <br /> 433 <br /> 44 Mark A.Ness, 1433 Skillman, asked what the assessment charge would be.
