The plan presented at this meeting showed the senior housing building placed in the <br /> northwest corner of the site and reduced the size of the senior building to 56-units and three <br /> stories current proposal). . height comparison was also presented which shoved that the <br /> oak of the roof of the senior housing building was approximately three feet higher than the <br /> main p ea of the church building. The Commission also requested the staff to analyze whether other similar sites are <br /> available in Roseville ille (see the attached memo). <br /> 2.8 On December 14,1 998,the City Council requested staff to investigate other options that may <br /> be available for the Church and the City to acquire and develop the Church parking lot(see <br /> the attached memo to City Manager, Steve arkozy). <br /> 2.9 Section 1008 of the City Code outlines the requirements and procedures for a planned unit <br /> develo ment} including a planned unit development in shoreland management district, The <br /> p <br /> property included in this proposal is within the shoreland management district of Bennett <br /> P y <br /> Lake. <br /> Section 1016. 4 outlines additional planned unit development requirements for a planned <br /> unit development in a shoreland management district. These standards require a maximum <br /> floor area coverage (building footprint) of 30%,n �'rn open space of 50%of the site, and <br /> a maxnnunl impervious surface coverage of 5%unless water is retained on site. <br /> 3.0 Staff Comment <br /> 3.1 In reviewing this request, staff made the following findings: <br /> 1. The Comprehensive Plan designates the church parcel as Church and the residential <br /> parcel to the south as Low Density Residential. The Comprehensive flan also <br /> includes numerous goals and policies that support the development of a project such <br /> as this,which are based on the following vision statement for residential areas <br /> Roseville shall he a community with an appropriate balance of attractive, <br /> safe, well maintained housing alternatives. These alternatives shall he <br /> available without discrimination in appealing, well Dept, crime deterring <br /> neighborhoods.
