Financial Implications: The proposed assessments have been prepared in accordance with <br /> Roseville's assessment policy and as outlined in the project feasibility reports. A detailed <br /> assessment roll will be presented at the assessment hearing for each project. <br /> The Larpenteur Avenue Streetscape and Reconstruction Project was financed using funds from <br /> many different sources. The overall project was financed using Roseville Funds, County State <br /> Aid Funds, Falcon Heights MSA funds, St. Paul MSA funds, and TEA21 Federal Grant. The <br /> City's portion of the costs will be financed using a combination of special assessments, MSA <br /> funds and TIF Bond Funds. <br /> The remainder of the projects to be assessed are part of the 2000 Pavement Management Program <br /> (PMP) projects for which 25% of the costs for residential street improvements will be assessed. <br /> The City's share (75%) will comprise of PMP bond funds, and utility funds. <br /> Schedule: The 2001 assessment process is suggested to proceed according to the following <br /> schedule: <br /> August 13 Resolution declaring costs to be assessed, ordering preparation of <br /> assessment rolls <br /> August 27 Resolution receiving assessment rolls, setting hearing dates <br /> September 4 Notice of hearing published in the Roseville Review <br /> September 7 Mail notices to affected property owners <br /> September 24 Assessment hearings <br /> October 8 Hearing date for final adoption of assessment roll <br /> Oct. 9 to Nov 7 Prepayment of assessments (30 days) <br /> Nov. 7 to Nov 9 Tally of final assessment roll <br /> November 9 Certification of assessment rolls to Ramsey County <br /> RECOMMENDED COUNCIL ACTION: <br /> Approval of resolution declaring costs for City Project P-SW-99-14 to be assessed and ordering <br /> preparation of proposed assessment roll. <br /> And <br /> Approval of resolution declaring costs for 2000 Pavement Management Program: City Projects <br /> 00-02 & 00-04 to be assessed and ordering preparation of proposed assessment roll. <br /> Prepared by: Debra Bloom <br />
