Roseville Duman Rights Commission <br /> September 13, 2011 - Draft Minutes <br /> Page 3 of 6 <br /> 92 Chair Singleton reviewed the rules for the essay contest. Local human rights commissions sponsor a <br /> 93 local contest and send the top essay to the League of Minnesota Duman Rights Commissions <br /> 94 (LMHRC) for the statewide contest. He noted that for the past three years at least a Roseville <br /> 95 student took top honors. <br /> 96 <br /> 97 Commissioners discussed the process, asking who developed the questions, criteria for evaluation <br /> 98 and anonymity of essays. Commissioners discussed how much prize money is given to the top three <br /> 99 winners and the honorable mentions. Commissioner McKenzie asked that the HRC defer to city <br /> 100 staff on previous year's awards. <br /> 101 <br /> 102 Chair Singleton said the essays would come with a scoring sheet to help with evaluations. <br /> 103 <br /> 104 Commissioner McKenzie said that the LMHRC had a committee to develop the questions. She <br /> 105 recognized Golden Valley Commissioner Marion Helland, explaining that she coordinated the <br /> 106 statewide contest for many years. <br /> 107 <br /> 108 Ms. Helland said she has been organizing essay contests over past 10-12 years and donate them, <br /> 109 along with information about the essay contest, to the Minnesota Historical Society. <br /> 110 <br /> 111 Commissioner Grefenberg moved and Commissioner Brisbois seconded motion that the HRC <br /> 112 authorizes the 2011/2012 essay contest as recommended in the handout in the meeting packet and <br /> 113 following the schedule, with further details, such as prize money be worked out. Motion passed <br /> 114 unanimously. <br /> 115 <br /> 116 Update on Civic Engagement Webpage <br /> 117 <br /> 118 Commissioner Grefenberg reported that the webpage was up and running. <br /> 119 <br /> 120 Business Items <br /> 121 <br /> 122 Appoint New Commissioners to Current Committees <br /> 123 <br /> 124 Commissioner Doneen said she was interested in working on the Program Planning Committee. <br /> 125 Commissioner Wayne Groff said he was interested in the Outreach Committee. <br /> 126 <br /> 127 Chair Singleton reviewed the four standing committees. Operations; Demographics and Diversity; <br /> 128 Outreach; and Program Planning. He noted the special Neighborhood Enhancement Task Force. <br /> 129 Commissioners Grefenberg and Groff expressed interest in Demographic and Diversity, <br /> 130 recognizing that they likely will not meet every month. <br /> 131 <br /> 132 Chair Singleton suggested the committees set regular meeting dates so all commissioners would <br /> 133 know when the committees are meeting. <br /> 134 <br /> 135 Commissioners Brisbois and McKenzie said they would work on Outreach. <br /> 136 <br />
