Roseville Duman Rights Commission <br /> September 13, 2011 - Draft Minutes <br /> Page 4 of 6 <br /> 137 Commissioner Doneen asked about the time commitment for various committees. She asked if the <br /> 138 City received complaints from the State. Commissioners noted currently no process in place. <br /> 139 <br /> 140 An audience member said Hennepin County was sponsoring a workshop on using demographics for <br /> 141 planning and would send information to the HRC. <br /> 142 <br /> 143 Youth Commissioners <br /> 144 <br /> 145 Chair Singleton introduced two motions for Youth Commissioner. <br /> 146 <br /> 147 Motion - Roseville Duman Rights Commission is recommending appointment of Marie Siliciano to <br /> 148 the position of Youth Commissioner. She is currently serving as an alternate. <br /> 149 <br /> 150 Motion - Roseville Duman Rights Commission is recommending that the City post openings for <br /> 151 Youth Commissioners for Duman Rights. One representative and one alternate. <br /> 152 <br /> 153 Commissioner Grefenberg suggested adding an amendment to the second resolution that the student <br /> 154 be from the Roseville Area Schools (RAS). <br /> 155 <br /> 156 Commissioner McKenzie said she preferred to leave it open, all students whether from public or <br /> 157 private school should be able to apply. She said everyone should feel they have a fair chance to <br /> 158 serve on the commission. <br /> 159 <br /> 160 Commissioners debated whether it was important that the youth be from RAS. Commissioners said <br /> 161 that some youth groups were not notified of vacancies last year. They said the city should use a <br /> 162 variety of resources to promote the vacancies and make sure not to miss groups that were previously <br /> 163 excluded. <br /> 164 <br /> 165 Commissioner Grefenberg moved and Commissioner Groff seconded motion the Roseville Duman <br /> 166 Rights Commission recommend to the City Council that the outreach effort be made to include the <br /> 167 public school system for the appointment of the position of Youth Commissioner. Motion passed <br /> 168 with Commissioner McKenzie abstaining. <br /> 169 <br /> 170 LMHRC <br /> 171 <br /> 172 Commissioner McKenzie gave an overview of the LMHRC. Their main responsibility is outreach to <br /> 173 school districts, counties and cities, providing assistance and advice against human rights violations. <br /> 174 They help communities establish commissions. They have a speaker's bureau. They provide <br /> 175 training and hold an annual meeting. They developed a Bias and Date Crime response plan. They <br /> 176 hold regional forums and ideas exchanges. <br /> 177 <br /> 178 She explained that members are appointed to districts. Roseville is part of District 7, along with <br /> 179 Falcon Heights, Arden Dills, Shoreview and New Brighton. The local HRCs make <br /> 180 recommendations and the LMHRC votes members in. Commissioners could serve on directors at <br /> 181 large, if interested. <br /> 182 <br />
