2.7 In November 1990, Suburban True Value Hardware was granted a conditional use <br /> permit to allow the exterior display of merchandise with the following conditions: <br /> That the hours of outside display and the type of equipment displayed by as <br /> described in the applicant's letter of September 14, 1990. (Lawnmowers and <br /> similar merchandise to be displayed Monday - Friday from 8:ooar to <br /> 8:00pm, Saturday from 8:00arn to 5:00pm, and Sunday from 11:00arn to <br /> 4:Ooprn.) <br /> 2. That the storage occurs as shorn on the plans dated September 14, 1990. <br /> (Merchandise to be displayed on the sidewalk area on the front (unrest) side <br /> of the building, in a five foot wide area adjacent to the building) <br /> 3. That the heights of the displays not exceed five feet. <br /> 2.8 Merchandise such as lawnmowers and power tools is rented from this location. <br /> Other than the exterior storage allowed by the conditional use permit issued in <br /> 1990, there will be no additional outdoor storage of merchandise for rent. Mr. <br /> Johnson has indicated that he has no intention of expanding his rental business to <br /> include larger items, such as trailers or other vehicles. <br /> 2,9 Suburban True Value Hardware repairs lawnmowers and similar equipment. <br /> Seca <br /> use of limited interiors ace, equipment awaiting repair is often stored on the <br /> p <br /> south side of the building. Mr. Johnson has been informed that this is a violation of <br /> the City Code and needs to be addressed. <br /> 2,10 Concerns were also expressed regarding drainage of the property. The parking lot <br /> sheet drains to Lexington Avenue, which was approved by the Public Works <br /> Director in 1989. Building drainage will have to be directed to the front of the <br /> building, rather than diverted on to adjacent properties. Because of the additional <br /> im p erg,tious surface, storm grater detention will need to be provided on-site so that <br /> the run-off rate in a 1 0-year storm event does not exceed the current run-off rate. <br /> (See attached memo from play Kennedy, 7/27198.) <br /> 2.11 The Ramsey County Master street Plan identif es Lexington Avenue as a future 99 <br /> foot right-of-way. An additional 16.5 feet of right-of-way will be required along the <br /> western edge of this parcel, it has not been the policy of the City to require <br /> dedication of additional right-of-way as a condition of variance approval. <br /> 2.12 The corner of Lexington Avenue and Rosela rn Avenue has been identified as a <br /> Cornerstone intersection and concepts for redevelopment of this corner have been <br /> developed. While the proposed expansion of this use does not comply with <br /> provisions of the Cornerstone concept, it is consistent with the concept of keeping <br /> local service shops within residential neighborhoods.
