4.0 dousing Replacement Program status: <br /> The housing replacement program was established in 1996 to help the City <br /> purchase outdated or non-code compliant structures that cpuld not be economically <br /> rehabilitated or sold on the open market. <br /> 4.2 The purpose of the program is to replace deteriorating lower value housing on <br /> scattered situ throughout the City with larger, higher value housing designed for <br /> families. The goal of the program is to increase the property value of the home and <br /> improve the value and aesthetics of the neighborhood properties. <br /> 4.3 1 n 1998 the City is goal is to purchase three homes; the city has purchased two <br /> homes, with one home secured by a purchase agreement set to close in late <br /> August, early September. Those homes are located at 2100 1illiam Street, 2668 <br /> Lexington Avenue, and 2190 St. Groin Street. The total funds expended under <br /> the program are approximately $173,000. <br /> 4.4 The City has sent request for proposals to over 50 homebuilders and through the <br /> Builders Association for the sale and redevelopment of 2100 William Street. The <br /> F FP closes on August +17. Staff will provide a brief update on the proposals at <br /> the work session. It is expected that an agreement and public hearing on the <br /> sale of land will occur at the September 14' Council meeting with construction <br /> beginning this fall on a new home. <br /> 4.5 The City completed the demolition of 2668 Lexington Avenue. Final grading and <br /> seeding should be complete this week. This lot is in the City Center Study area, <br /> which is currently under review. <br /> 4.6 once the rop <br /> e at 190 t' Croix is complete staff will send out an RFP for <br /> p <br /> proposals. It is expected that this will be in early September. <br /> 5.0 Home and Garden Fair— 1999 <br /> 5.1 The Home and Garden Fair Committee began meeting in July to plan for the 31 <br /> Annual event, which is scheduled for March 13, 1999. Committee <br /> representatives include Roseville City staff Cathy Bennett, Pat Morrison and <br /> Jerry Beck; Roseville residents Steven Rengel and Scotty ambeil, North Star <br /> Bank Representative, Mary Bender and Fairveiw Community center <br /> representatives, .Lynnae LaBarron and Folly Heaton.
