41V <br /> Process <br /> The proposed design of the project was developed using the following process: <br /> a. Staff completed a review of needs outlined in the Parrs and <br /> Recreation System Plan <br /> b. The grant application to the state was reviewed. <br /> c. A 10 member committee was established to recommend the specifics for the project. <br /> The committee made recommendations to the staff and consultants on the needs of <br /> the community and the various user groups. The Skating Center operating staff and <br /> Parks and Recreation programming staff reviewed the plans throughout the process. <br /> d. BRA completed design alternatives and cost projections based on the architectural <br /> program <br /> e. city department heads reviewed the plans. <br /> f. User rou p s reviewed the plans and were asked for their participation in the project. <br /> g. Subsequently, R,A. Morton has performed value engineering to bring the project online <br /> with the market costs. <br /> Goals <br /> The planning committee was given the following goals in establishing the architectural <br /> program: <br /> I. Fulfill the requirements established in the legislative grant proposal. <br /> II. Lessen as much as possible any impact on the neighborhood. <br /> III. Improve the amenities and services of the Roseville Skating Center. <br /> 111. Create spaces for non-skating recreational opportunities including activities that are <br /> enticing to families, Sr. citizens and teens. <br /> V. Develo p spaces aces that will increase the financial viabi I ity of the Skating Center. <br /> 111. Plan for the possibility of involving private enterprise at the Skating Center. <br /> VII.Allow for potential future expansion. <br /> Community Group Involvement <br /> T project'ect has facilitated extensive involvement with community groups. The Roseville <br /> 1 <br /> Fig ure Skating Club the Roseville Area Mouth Hockey Association, Midway peedskatin <br /> Club <br /> and the Roseville Area schools have been Involved in the design process. As a result <br /> of their involvement} design considerations were included in the final plans and <br /> specifications. At the March 23 Council meeting, staff indicated that a goal had been <br /> established to obtain $100,000 for capital funds from these groups for these considerations. <br /> Staff also stated that an endowment plan for continued support of the Skating Center was <br /> being developed involving these groups. The response has been that $110,000 has been <br /> b q p � <br /> pledged led ed towards the capital costs. Additionally, endowments plans with the Roseville Area <br /> p <br /> Youth Hockey Association and the Midway s peeds kati ng Club have been formulated <br /> whereby these rou s would contribute $50,000 initially and contribute an additional amount <br /> � p <br /> annually to build the fund which would be used to eventually draw the interest from for their <br /> costs in using the Skating center. <br /> We believe the artnershi s formed continue to benefit the citizens of Roseville for manor <br /> p p <br /> years to come. <br /> 2 <br />
