5.0 STAFF and PLANNING RECOMMENDATIONS, <br /> S 1 The City staff recommends approval of the First Phase of the PUD General Concept Plan <br /> and first reading of an ordinance that rezoned the Arona site from B- 1, Limited Business <br /> District to Residential Planned Unit Development with an underlying zoning of R-3 General <br /> Residence District. <br /> 5.2 The Planning Commission held the required hearing on March 6, 2002 and concurred (6-0) <br /> with the staff recommendation adding the importance of additional access and public open <br /> space as a requirement. The minutes of the hearing are attached. <br /> 5.3 The staff also seeks Council direction to prepare a Request for Proposals, to be reviewed by <br /> the City Council on April 15. 2002. <br /> 6.0 SUGGESTED ACTION: <br /> 6.1 By motion, approve (approve w/modifications/or deny) the First Phase of the General <br /> Concept Plan of the Arona Site Planned Unit Development, creating the foundation from <br /> which a developer (selected by the City Council) will design and submit for processing the <br /> General Concept and Final Development Plan as required in Section 1008 of the Roseville <br /> City Code, for a predominantly residential redevelopment consistent with the purpose and <br /> intent of the Aronafflamline Neighborhood Master Plan and Section 4.7 of this report, <br /> Recommended Redevelopment Concepts. <br /> 6.2 By motion,find that the project is consistent with the Aro n alHam l i n e Neighborhood Master <br /> Plan (Comprehensive Plan) in terms of general density, size, diversity of housing stock and <br /> attempting to meet life cycle housing needs of residents, and approve first reading of an <br /> ordinance (approve with modifications or deny) rezoning of the parcel from Limited <br /> Business District (B-1) to Planned Unit Development (PUD) with an underlying zoning of <br /> General Residence District (R-3) . <br /> It is understood that the PUD cannot take effect until after the approval of the Concept plan, <br /> approval of the second reading of the zoning ordinance, approval of the final PUD and <br /> subdivision agreements, and publication of the approved ordinance <br /> 6.3 By motion, direct the staff to prepare a Request for Proposals, based on the approved First <br /> Phase General Concept Plan and the first reading a PUD ordinance for the Arona site, and to <br /> return with the draft RFP for review and a decision by the City Council on April 15, 2002. <br /> Attachments: First Phase Concept Plan; Planning Commission Minutes of 3/6/02; Draft Ordinance <br /> for First Reading Deadlines: Not applicable <br /> Report by: Dennis Welsch (490-2232), Thomas Paschke (490--2235), Cathy Bennett (490-2241) <br /> PF3243 — RCA Concept PUD 032502.doc Page 4 <br />
