2) Subdivision 3 Section 707.30—Removal of Abandoned Fr iiitieg <br /> The current draft of the ordinance requires utilities to remove all abandoned facilities <br /> from the <br /> right-of-way if directed by the City. NSFs practice in the past is to leave <br /> abandoned facilities in place and they feel that the cost to remove them would be <br /> exceptionally costly. 1 P notes that they will remove their facilities if they are excavated <br /> by someone else. <br /> The City is sympathetic to the cost of removing all abandoned facilities. However,there <br /> are instances es eciall in congested right-of-wags, where abandoned facilities make it <br /> p y <br /> difficult or more expensive for other users of the right-of-way. In addition, the <br /> abandonment of certain facilities, especially gas mains, has been the cause of confusion <br /> in the past and has resulted in live utilities being improperly located. Such improper <br /> locating has resulted in dangerous and costly damage to live utilities. Staff feels it is <br /> important for the City to have the ability to require utility companies to remove <br /> abandoned facilities if they are in a location or of a type that would likely cause conflicts <br /> in the future. we understand that utility company costs are directly related to utility rates. <br /> As such, it is to everyone's advantage to coordinate construction activities and to <br /> minimize costly requirements of utility companies whenever possible. <br /> Please schedule time on the April 20, 1998 City Council worksession to discuss N P's concerns. <br /> wertis T P's Community Service Manager, has asked four an opportunity to address the <br /> John h, y <br /> Council at the upcoming worksession. <br /> Attachments <br />
