City Council Minutes — 07/22/02 <br /> Page 3 <br /> regarding misappropriation by the City of Minnesota <br /> State Aid funds for the McCarron Lake project. <br /> Acting Mayor Kough referred this matter to City Manager <br /> Beets. Mr. Beets advised that a project audit was <br /> currently being performed on both the Lake Josephine <br /> and West Owasso projects, and staff anticipated having <br /> that completed within the next several weeks, at which <br /> time the Public Works and Finance Directors would <br /> address findings. <br /> B. Georgiana Sobola, 1961 Hamline Avenue <br /> Ms. Sobola spoke to the dissolution of the Ethics <br /> Commission last Monday, expressing concerns that the <br /> City retained a Code of Ethics and how issues will be <br /> handled. <br /> Acting Mayor Kough requested City Manager Beets to <br /> respond. <br /> City Manager Beets said the Ethics Resolution still stood <br /> as a recourse with several options available to resolve <br /> ethics issues, though it will have to be amended in light of <br /> the Council's decision to terminate the Ethics <br /> Commission. <br /> C. John Abeler, 2339 Roselawn Avenue West <br /> Mr. Abeler spoke to the City's current affidavit providing <br /> discounts on utility bills related to age and/or disability, <br /> and asked that it be examined as it relates to other utility <br /> customers being penalized for these discounts. <br /> D. Mr. Lambert , 800 Brenner <br /> Mr. Lambert spoke to numerous items, including the <br /> addition of agenda items with no prior public notice; <br /> tabling of agenda additions until future meetings; <br /> comments regarding Minnesota Statute MN 412.65 1 and <br /> the City Manager's appointment of a City Attorney; his <br /> resentment of embarrassing and uncalled for comments <br /> made to staff regarding several administrative issues at <br /> the last meeting; the necessity and further information <br />
