Lillian Chiarella, 1708 Millwood Avenue <br /> Ms. Chiarella introduced herself as the most recent <br /> participant in the Ethics Action, and expressed her <br /> increasing concerns regarding the way the City Council <br /> was moving. Ms. Chiarella addressed the recent Council <br /> action regarding standing rules and procedures; the <br /> apparent over emphasis on the Mayor's powers in a <br /> Statutory Plan B city; the new Assessment Policy and <br /> rebate on a recent church assessment; the Housing and <br /> Redevelopment Authority; the proposed 2003 budget and <br /> any reduction of residential services; the arrogance of the <br /> Mayor requesting that his legal fees be paid by the City; <br />
