Mayor Kysylyczyn advised that this presentation could be further utilized at future neighborhood or business group informational meetings. Mayor Kysylyczyn also directed staff to prepare a draft of a more detailed brochure of the project and provide it to the City Council for review within the next two weeks, to further continue marketing the project within the limited time available for promotion. B. Voluntary Budget Work Session #2 Budget Administration, City Council, Community Work Session #2 Development, Finance (if more time is desired, continue to Regular Meeting Agenda, Item X.B, Other Business) Due to the extended time for the Public Comment portion of the meeting, this item was continued immediately following the regular Council agenda. III. Public Comment 69.30 p.m. Mayor Kysylyczyn opened the meeting to public comment at this time, and encouraged those audience members wishing to address the Council sit at the microphones available at the table for their comments in order to provide televised capabilities. A. Lillian Chiarella, 1708 Millwood Avenue Ms. Chiarella introduced herself as the most recent participant in the Ethics Action, and expressed her increasing concerns regarding the way the City Council was moving. Ms. Chiarella addressed the recent Council action regarding standing rules and procedures; the apparent over emphasis on the Mayor's powers in a Statutory Plan B city; the new Assessment Policy and rebate on a recent church assessment; the Housing and Redevelopment Authority; the proposed 2003 budget and any reduction of residential services; the arrogance of the Mayor requesting that his legal fees be paid by the City;
