City Council Minutes — 07/29/02 <br /> Page 6 <br /> staffs availability to handle the day-to-day operations of <br /> the City; and the Mayor and Councilmember Schroeder's <br /> previous allegedly libelous comments. <br /> Mayor Kysylyczyn requested that City Attorney Jamnik <br /> come forward to address specific questions for public <br /> information. <br /> Mayor Kysylyczyn repeated previously asked questions <br /> of City Attorney Jamnik regarding the adopted Rules and <br /> Procedures and whether they violated the Statutory Plan <br /> B forrn of government; whether the Assessment Policy <br /> as adopted by the City was in compliance with State <br /> Statute and legal; and if the Housing and Redevelopment <br /> Authority was established according to State Statute. <br /> Councilmember Kough asked that the residents allow the <br /> Housing and Redevelopment Authority time, over the <br /> next several years, to address the affordable housing <br /> issues of the community; and their visibility to attract <br /> grant monies. Councilmember Kough also responded <br /> that the adoption of the new Assessment Policy was to <br /> attempt conformity and consistency for all property <br /> owners. <br /> Mayor Kysylyczyn asked that Ms. Chiarella feel free to <br /> contact staff with additional questions or concerns <br /> regarding Community and Economic Development <br /> issues. <br /> B. Dick Lambert, 800 Brenner Avenue <br /> Mr. Lambert requested if there were any new proposed <br /> City Council offices in the Police Department's building <br /> expansion plans. City Manager Beets responded in the <br /> negative. <br /> C. Patricia Johnson, 2986 Mildred Drive <br /> Ms. Johnson introduced herself as a member of the <br /> former County Road C Streetscape Committee, and <br /> expressed concern regarding the Council's apparent <br /> decision, due to lack of funds, to eliminate the project <br />
