WORK SESSION AGENDA ITEM NO. 3 <br /> Memorandum <br /> Date: March 13, 1998 <br /> up <br /> Steve Sarkozy, City Manager <br /> From: Karl P. Reel, Director of Public'works <br /> em Central Ramsey Watershed Management organization <br /> The Central Ramsey Watershed Management organization(CRWMO)was formed in 1985 to <br /> satisfy the requirements of the State Surface water Management Act, Chapter 509. The <br /> RWMo was organized as a joint powers agreement between Roseville, Falcon Heights, <br /> Maplewood and St. Paul. A map depicting CRWMO boundaries is attached. <br /> Recent developments within RWMO were discussed wi <br /> th the City Council at their January <br /> 1 ,1 998 Worksession meeting. At that time a number of unresolved 'Issues threatened the <br /> continued viability of CRWMO including. 1) Required revisions to the joint powers agreement} <br /> 2) Trout Brook Interceptor Reconveyance; and ) Water Quality in Lake Como. Since the <br /> January meeting, a petition developed by St. Paul's District 10 Environmental Committee has <br /> been submitted to the Minnesota Board of Water and Soil Resources WSR) requesting that the <br /> existing CRWM0 joint powers organization be dissolved and that a new watershed district be <br /> formed in its place. BW R will hold a public hearing at 7:00 p.m. on Monday April 6, 1998 at <br /> the Como Park Pavilion to gather testimony on this issue. <br /> While it is F o ssible that all outstanding issues could be resolved and the current RWMO remain <br /> in tact, BW R staff has indicated that, in all likelihood, the existing CRWM0 will be dissolved <br /> and a new watershed district formed. It seems that the only unresolved question is `What will the <br /> boundaries of the new watershed district be?" of the numerous boundary options available, the <br /> following two are receiving the most attention. The Southwest Ramsey Watershed Management <br /> Organization(SWRWMO)is located southwest of 1 WMO arid, like CRWMO, is also facing <br /> dissolution, A snap of watershed organization boundaries in the metro area is attached. Also <br /> attached is a fact sheet summarizing watershed characteristics. <br /> 1) Combine the areas of CRWMO and SWRWMO with the Ramsgy Washinglon Metro <br /> Watershed District._ <br /> The Ramsey ashington Metro Watershed District (RWMWD) is a very active watershed <br /> y district in eastern Ramsey County and western Washington County. It has a full time staff` <br /> and is one of the higher cost watershed organizations in Minnesota. It routinely levies <br /> approximately $3 5 per year on a $100,000 dome. Generally, the landuse within its <br /> boundaries is suburban. <br />
