A part of this study will be <br /> furnishing as part of the report detailed inventories of all such housing <br /> in and near the market area (including the full range of housing from <br /> independent to intensive assisted living); the analysis will include both <br /> subsidized and market rate housing, all fee structures, definition of <br /> services available, certification and licensure of all services provided, <br /> mix of current residents and all specialized programs. This will also <br /> include looking at the current mix of residents. This inventory will be <br /> limited by projects willing to share data. our typical experience is that <br /> nearly all projects will share data. This will be enhanced by a study <br /> being done by a public organization rather than a potentially competing <br /> agency. <br /> (4.3) Definition of styles of senior housing including description of <br /> housing type, type of resident attracted to such housing, fee structure, <br /> service structure, examples of successful (from both an occupancy, <br /> operational and financial perspective) of each type of housing. Based <br /> on these styles and existing housing stock in and near the market <br /> t <br /> area, refined demand for these projects will be completed. In the <br /> demand analysis, we will indicate optimal size for developments to be <br /> successful operationally. <br /> (4.4) All analysis will include projected fee structures for seniors based <br /> on both affordability and willingness of the senior market to access <br /> such housing types. In addition to `traditional" income data for seniors, <br /> other factors will be considered, including the value of homes occupied <br /> by seniors and potential income realized from the sale of the hone, <br /> when seniors are willing to spend principal from home sales versus <br /> only accessing the income realized from investment, etc. <br /> (4.1) We are suggesting that we complete the analysis defined above <br /> (through 4.4) based on available secondary data as explained, <br /> inventories completed and preliminary analysis done. After this <br /> analysis has been completed, we would then recommend conducting <br /> focus groups, which will include seniors, experts in the community and <br /> the Roseville senior Program Board. The focus groups will be <br /> structured so that persons can react to analysis that has been <br /> completed, assumptions used,-etc. The groups will call into question <br /> or confirm various points of view presented. In our experience this will <br /> provide much more specific and refined data than general inquiry <br /> sessions about what persons like, don't like, willingness to pay, etc. <br /> The fees quoted assume that we will have six such groups, with up to <br /> fifteen Orti0pants in each group. <br /> 2 <br />
