WORK SESSION AGENDA 'ITEM NO. 2 <br /> March 4, 1998 <br /> To: Steve Sarkozy, City Manager <br /> From: Karl Keel, Director of Public Works <br /> RE: County Road B/Cornerstone Discussion <br /> Three interrelated projects are currently being considered or implemented that impact the <br /> intersections of County Road B with Lexington Avenue and Harnline Avenue. <br /> Cornerstone: This planning effort, supported by a Metropolitan Council Livable <br /> Communities grant, studied three"'typical" first ring suburban intersections in <br /> Roseville—Hamllne and County load B, Lexington and County road B and <br /> Lexington and Roselawn. Following are intensive design charette involving a <br /> cross section of the community and local design professionals, master plans were <br /> prepared for each intersection that articulate suggested landusesx roadway <br /> configuration and architectural control. while a number of property owners and <br /> developers have expressed an interest in participating in the proposed <br /> redevelopment, no Formal implementation schedule, process or budget has been <br /> developed. <br /> Intersection Improvements—County Road B at Lexinarton and Hamline: This <br /> Ramsey County project proposes to expand these two intersections to provide <br /> protected left turn lanes on County road B and maintain two travel lanes on both <br /> eastbound and westbound County Road B. Originally, Ramsey County proposed <br /> to re-stripe County Road B to three lanes (similar to Lexington Avenue)to <br /> provide dedicated left turn lanes without any roadway widening. Based on input <br /> from the City Council, this project was abandoned in favor of a project that <br /> preserves the existing.4-lane design. Ramsey County has recently received an <br /> ISTEA grant for this work and plans construction in 1999. <br /> Lexin on Avenue renovation: Ramsey County has awarded a contract to Tower <br /> Asphalt to mill and overlay Lexington Avenue from County road E to Larpenteur <br /> Avenue. Also included is the construction of new right turn lanes at major <br /> intersections and new traffic signals at woo dhill Avenue and County Road D. <br /> Minor roadway widening is proposed on the southwest side of the County Road B <br /> intersection adjacent to the City owned property. Construction is expected to <br /> begin early in 1998. <br />
