and/or leaving the site every 2-3 minutes, and equipment would be used to load
materials into the mixer and remove the final product (with back up warning noises).
3.4 In an effort to ascertain the noise impacts of this operation, Ramsey County has
obtained sound level measurements of a concrete recycling operation at a gravel
it in South Saint Paul. Based on the readings taken at this site, projected sound
levels were calculated for the Kent Street site. Four separate receptor sites were
utilized for these projections (497Wagner Street, 512 Glenwood Avenue, Ramsey
County Women's Detention Center, and corner of Mackubi n and Larpente u r). The
projected sound levels in decibels (dB) range from 57■6d B to 64. d B for the
concrete recycling activities. For comparison purposes, the measured sound levels
for the tub grinder(taken during the demonstration on 1/17/98) range from 60.1dB
to 7 .4d B; and the measured weekday background sound levels (taken on 1/30/98
and 2/4/98) range from 54.7dB to 68.4dB. The MPCA daytime residential standard
is BobB. Bound levels for other uses include 62dB to 65dB for background
interstate traffic noise, 1 obdB to 11 odB for a rock concert, and 11 od B to 1 od B for
a jet airplane.
Tub Concrete Background MPCA Daytime
Grinder Crusher Noise Standard
Decibels 60.1-72.4 57.6-64.6 54.7-68.4 60
4.0 STAFF CO
4.1 Section 1012-09 of the city code outlines the provisions for interim uses. An
interim use is not required to be consistent with the land use designation identified
in the Comprehensive Flan, nor is it required to meet all of the zoning standards
established for the district in which it is located. A request for an interim use permit
is processed in the same manner as a request for a conditional use permit. In
reviewing a request for an interim use permit, the City may attach conditions and
establish a specific date or event that will terminate the use on the property. In
granting an interim use permit, the City council must also determine that the
approval of the interim use permit will not result in adverse impact on the public
i
health and welfare, that the operation s safe to the public, and that there are no
additional costs added to the site that would deter a permanent use at a later time.
4.2 The generation of dust and noise, truck traffic and circulation, and erosion are major
concerns with this 0-acre site. In an effort the address the City's concerns,
Ramsey County has agreed to plant up to 40 coniferous trees on top of the berm
at the northern edge of the situ repair the erosion near the culverts that drain the
site on the north side of the property, and limit general use Fours of the site from
7:30 a.m. to 7:00 p.m..
The proposed interim use will generate additional noise: dust, and truck traffic. For
4 p p this reason, permit conditions are needed to mitigate these impacts from creating
significant off-site impacts. Stockpiling and batch mixing of materials should be
closely monitored and be closed to the public to reduce possible injury or vandalism.
PF#2985- RCA(02/23/98) -Page 3 of 6
