In addition, water must be used <br /> on the crushing and batch mixing operations to reduce dust- <br /> sTAFF RECQM <br /> MEN A TION <br /> 5.1 Staff recommends approval of Ramsey County Is request for interim use permit# <br /> to allow concrete crushing and concrete mixing activities with the following interim <br /> use permit conditions: <br /> 1. Only materials from the Larpenteur Avenue reconstruction project may be <br /> crushed and batch mixed at this location. No other construction projects <br /> shall be allowed to "piggy-back" on this activity. <br /> 2. Stockpiles of concrete to be crushed and/or crushed concrete small not <br /> exceed 20 feet in height and shall remain on the site, in the location and with <br /> the setbacks illustrated in the approved site plan, for a period not to exceed <br /> one year. The site shall be gated and looked when not in operation. <br /> 3. Concrete crushing activities shall be limited to a maximum of 15 days <br /> between April 1 and May 15 in 1998, a maximum of 15 days between <br /> January 1 and May 15 in 1 999, and a maximum of 10 days during the <br /> construction season in 2000. Hours of crushing activities shall be limited to <br /> 8;00 a.m. to 5:00 p.m., Monday through Friday. <br /> 4. concrete batch mining activities shall be limited to a maximum of two <br /> separate occasions per construction season i n 1 998, 1 999, and 2000, fo r u p <br /> to five working days per occasion. Hours of concrete batch mixing and <br /> hauling activities shall be limited to 7:00 aFm. to 10:00 p.m., Monday through <br /> Friday. <br /> b. Effected residents shall receive written notice from the County at least five <br /> days prior to the commencement of concrete crushing or concrete batching <br /> activities. The original list of residents to be notified will be provided by the <br /> Community Development Director, with the understanding that other <br /> residents will be placed on the notification list by requesting such action of <br /> the county. <br /> 6. The county shall provide the city with a letter from the Minnesota Pollution <br /> Control Agency starting that the noise levels of the crushing and batch mining <br /> machinery* carrying belts, loading equipment, and hauling equipment (when <br /> all are in operation) do not exceed MPCA noise standards or are exempt <br /> from such standard . If such a lever cannot be obtained, or as an alternative <br /> to meet noise standards in residential neighborhoods, the County may <br /> propose sound baffle good walls surrounding the equipment as approved by <br /> the City's sound consultant. <br /> 7. The County shall submit a site plan with accurate dimensions, landscape <br /> plan, berm grading and seeding plan, circulation plan, and erosion control <br /> PF#2985-RCA(02/23/98)- Page 4 of 6 <br />
