plan to the Community Development Director for review and approval prior <br /> to issuance of the Interim Use Permit. The landscape plan shall include the <br /> installation of a vegetative screen along north berm area of the site. The <br /> vegetative screen shall include no fewer than 40 evergreen trees, not less <br /> than 6 feet in height planted eight feet on center. All plantings, grading, <br /> seeding, and erosion control improvements shall be completed by July 1, <br /> 1998. <br /> B. Neither concrete crushing nor concrete hatch mixing activities shell be <br /> undertaken at the same time as tree and stump grinding activities on the site, <br /> nor at times when household hazardous waster collection activities are being <br /> conducted. <br /> 9. No work may begin on the site until interim use permit #3 is issued by the <br /> Community Development Director. interim use permit#3 shall be reviewed <br /> annually in October, with the County being notified of the status of such <br /> review by January 1 of the following year. in conjunction with the review <br /> process, the County shall provide the Community Development Director with <br /> sound level measurements and dust counts from specific sites and during <br /> specific times as designated by the community Development D hector. The <br /> County shall also provide the Community Development Director with <br /> information on the volume of new, recycled, and fines materials moved onto <br /> the site, off the site, and used in hatch mix operations (in cubic yards). <br /> 10. All activity allowed under this interim use permit #3 shall be completed by <br /> December 31 P 2000. The interim use permit#3 may be revoked prior to this <br /> date for noncompliance with the conditions. <br /> 5.0 PLAMNING COMMISSIOAf ACTION <br /> 5.1 On ,January 14, 1998, the Planning commission held a public hearing on the <br /> request. Dan Soler and Bob Payne, Ramsey County Public Works, were present <br /> to answer questions and provide additional 'information. A video of a similar <br /> operation in south Saint Paul was also shown. One letter was reoeived in <br /> opposition to the request(Frank Tekautz at 466 Hilltop Avenue). Six residents also <br /> made comments opposing the request and/or expressed concerns regarding the <br /> request (hike Thienes: Janet Olson, Jack Tschida, Denise Hermes, Duane <br /> Haukebo, and Sandra Fox). <br /> 5.2 The Planning Commission discussed the ultimate use of the site, how the crushed <br /> concrete will be used (in new concrete mint not as crushed base), timelines for the <br /> Larpenteur Avenue reconstruction project, the potential use of another site (such <br /> as the State Fair property or other county property), the circulation of traffic on the <br /> site, the need for sound level m on itoring, the need for dust control (watering <br /> stockpiles and hauling away fines), the intended use of this property when it was <br /> purchased in the 1970s, the use of white noise to mask the noise from crushing and <br /> b atch i ng activities, the need to limit the height of the stockpiles, and the County's <br /> recycling policy, <br /> PF# 985-RCA(02/23/98)- Page 5 of 6 <br />
