5.3 The Planning Commission recommended approval of an interim use permit #3 to <br /> allow concrete crushing and mixing operations on a portion of a 0-acre County- <br /> owned parcel located east of Kent Street and north of Larpenteu r Avenue, with the <br /> conditions outlined ®in Section 4.1 of this report, and with the following additional <br /> conditions (5-1): <br /> 11. The interim use permit shall be valid for the remainder of 1998, and must be <br /> renewed in 1999 and 2000 for a period of one year. <br /> 1 . The concrete fines must be hauled away from the site after each gear's <br /> crushing and mining operation. <br /> 13. Ramsey County must define the interim uses on the property as well as the <br /> ultimate use(s) of this property. The County shall submit a program and site <br /> plan identifying the existing uses and app roved interim uses and the ultimate <br /> use of the property to the Community Development Director by October <br /> 1998. <br /> GESTM CITY f ACTION <br /> 6.1 It is the policy of the city Council to accept public comment as time permits. <br /> 6.2 By resolution, approve the request for an interim use permit to allow concrete <br /> crushing and mixing operations on a portion of a 20-acre County-owned parcel <br /> located east of Dent Street and north of Larpe nteu r Avenue, based on the findings <br /> outlined in Section 3.1 of this report, with the conditions outlined in Sections 4.1 and <br /> 5.1 of this report (as modified by the Planning Commission on 2/11/98). <br /> 6.3 By motion, direct staff to work with the County to resolve issues related to grading <br /> and p lanti ng of berms, burning permits for stumps, storage of road sand and <br /> construction materials on the site, and the ultimate use of the site, with a plan and <br /> report to be submitted by the County prior to October 1, 1 998. <br /> Attachments: locationfnotificabon map; reap with extended notification area¬ice of public hearing; proposed <br /> site plan; impacts form concrete crushing operation matrix; letter to Karl Keel (dated 2/3/98); memorandum <br /> um <br /> on sound level measurements(dated 2!4!98); letter from Frank Tekautz; resolution. <br /> 60-day Time Limit application submitted on January 12, 1998;application accepted as complete on January <br /> 22, 1998; decision deadline is March 13, 1998. <br /> Prepared by: Dennis Welsch (490-2232) <br /> M: RCATF2985 <br /> PF#2985-RCA(02/23/98) -Page 6 of 5 <br />
