the Council or its designee choose an option to implement when the current recycling contract expires on <br /> December 3 1, 2002. <br /> The Council referred consideration of the options to the Public Works and Transportation Commission for a <br /> recommendation. Council further instructed the Commission that the recommendation must include a pilot <br /> program for single stream recycling and that multi-family complexes be included in the City's recycling <br /> program. <br /> The Commission directed staff to issue a Request For Proposals asking vendors to make proposals on each of <br /> the three options. The current level of service was designated Option 1. Every week collection was designated <br /> Option 2 Single-Stream collection was designated Option 3�. _ <br /> Three Proposals were submitted and those were presented to the Commission on October 24, 2002. Troros�aW <br /> and a summary are attached.) BFI, E-Z Recycling and Waste Management also made presentations to the <br /> Commission. The Commission voted 4-1 to accept the Proposal on Option 1 from Waste Management. (For <br /> more on the debate see the attached draft minutes from that meeting.) <br /> g) <br /> Waste Management's proposal is for maintaining the current level of curbside service for home owners at $2.05 <br /> per household in 2003 with inflationary increases in 2004 and 2005. Two-sort collection service would be <br /> provided to multi-family complexes at $1.06 per unit in 2003 with inflationary increases in 2004 and 2005. <br /> Waste Management agrees to guarantee its bid price of $2.49 per household, plus annual inflationary increases <br /> over five years, for single-stream curbside recycling if Roseville agrees to implement the program after the <br /> conclusion of a pilot program. <br /> Policy Imnlications <br /> The Roseville City Council has set broad parameters for the recycling program in the City Code. For instance <br /> section 403.10 reads "The City shall contract with a recycling contractor.. . the City Council shall determine the <br /> schedule and frequency of the collection." <br /> In past practice the Council has worked with staff to design the best system to meet the needs of Roseville <br /> residents. For instance in 1998 staff solicited bids for twice a month, every other week, and once a week <br /> collection of recycling. The Council was then able to pick the bid with the best price and service to residents. <br /> Financial Imnlications <br /> Currently homeowners pay $1.75 a month for recycling. Roseville pays Waste Management $2.05 per <br /> household per month for recycling. The City uses an annual SCORE grant and fees charged to multi-family <br /> complex residents to make up the difference. The Proposal recommended by the Commission continues the <br /> current level of service for homeowners at the current price in 2003 (with an inflationary increase in 2004 and <br /> 2005) while implementing once a week recycling collection at multi-family complexes at a rate of $1.06 per <br /> unit. Multi-family complex owners would be charged the difference between their current charge and the $1.06 <br /> per unit charge. The charge for homeowners would go up approximately a dollar a year to recover the cost of <br /> the lost subsidy.
