2.4 The two existing overall center pylons will be replaced with new pylons of the same <br /> height and width as the existing signs. The sign along Larpenteur Avenue will be <br /> o feet in height and 19 feet in width and the sign along Lexington Avenue will be <br /> b feet in height and 17 feet in width. Both signs will have broken block base <br /> planters with pin mounted painted metal letters identifying Roseville Center and a <br /> painted metal cap. The signs will be constructed of backlit l arlwall glazing panels <br /> with translucent acrylic letters and an architectural treatment on the top of the signs <br /> which reflects the design on top of the center tower on the building. The new pylon <br /> signs will be placed in the same general location as the existing signs. The building <br /> sig nape for individual tenants will be upgraded as leases are renewed and/or <br /> renegotiated, in accordance with the sign criteria established by Bradley Real Estate <br /> In addition, the roof sign for Snyder Drug will be removed in conjunction with the <br /> proposed improvements, and the Big Wheel Rossi free-standing sign will be <br /> removed when the lease for this tenant is renewed and/or renegotiated. A separate <br /> pylon sign formerly used by Fina Petroleum will not be replaced; Taco Bell signage <br /> will be included on the Center identification signs. <br /> 2.5 Improvement to the corner site include the construction of a 2,150 square foot/50 <br /> seat Taco Bell Restaurant will a drive-through. The drive-through will be lowered <br /> and a decorative retaining wall will be placed around the drive-through to create a <br /> physical and visual barrier between vehicles on the site and pedestrians on the <br /> sidewalk. The street side of this wall will be finished with materials identified for use <br /> in the Larpenteur Avenue Streetscape improvements, which have not yet been <br /> finalized. The drive-through and building have also been moved to the north and <br /> crest in order to create an additional 10 feet of public space along Lexington Avenue <br /> and an additional five feet of public space along Larpenteur Avenue. This area will <br /> be sodded initially, with Larpenteur Avenue Streetscape elements and landscaping <br /> being installed in conjunction with the Larpenteur Avenue reconstruction project in <br /> 1 999-2000. The facade of the building will reflect the materials and colors used in <br /> the facade of the Center. The principal material will be brick, with a broken block <br /> base, an accent strip to match the base/arches, painted metal awnings, painted <br /> metal window frames, and a painted metal cap. The four arches will be of a <br /> stucco/EFIS product i n order to maintain the Taco Bell identity; however, the painted <br /> metal awnings, painted metal cap, and accent strip will visually tie the arches to the <br /> rest of the building. Efforts are still being made to provide direct pedestrian access <br /> to the front of the building (west side) from both Lexington Avenue and Larpenteur <br /> Avenue. The detached trash enclosure will be constructed of materials similar to <br /> the p rincipal building, be roofed, and be heavily landscaped. <br /> 2.7 The site formerly occupied by Margolis Nursery is proposed to be used as a <br /> separate pad for a future, yet-unidentified retail or service tenant. In general, <br /> permitted uses would be those uses allowed as permitted in an SC zoning district, <br /> uses only allowed as conditional use in SC zoning district would require modification <br /> to PUD agreement, and uses not allowed in SC zoning district would be prohibited. <br /> Uses requiring no additional City action and specific prohibited uses have also <br /> identifed, as has the need for a buffer zone on the north edge of the parcel. <br /> PF#2963- RCA(02/09/98) - Page 3 of 7 <br />
