proposed detail elevation of Taco Bell building JB - dated 12/30/97)
proposed detail elevations of Center building and pylon signs (BRE-
dated 12/30/97)
* preliminary plat (dated 12/31/97)
* proposed site development plan (DJR - dated 01/02/98, amended
01/21/98)
Roseville center sign criteria for tenants (dated 01/0 /98)
* preliminary landscape plan for Center (dated 01/07/98, amended
01/22/98)
final plat (dated 0 /0 /98)
3. The final plat ,meets the submittal requirements outlined in Title 11
(Subdivisions) of the City Code. The proposed name of the subdivision is
Roseville Center, which does not duplicate the name of any plat previously
recorded in Ramsey county. Several issues still need to be finalized
regarding the final plat, including the need for ten additional feet of right-of-
way on the east side of the property for Lexington Avenue and the need for
utility and via lkway easements along both Lexington Avenue and Larpentuer
Avenue. The three parcels will be tied together through the Planned Unit
Development/Subdivision Agreement.
4. The proposed project (final development plan and final plat) is ®in harmony
with the general purpose and intent of the City's Comprehensive Plan and
Title 10 (Zoning) of the City Code.
5. The proposed project (final development plan and final plat) will not
adversely affect the public health, safety, or general welfare.
6. The site is currently serviced by water from the City of St. Paul; however,
there is an outstanding deferred assessment in the amount of$37,259.39 for
City Project 177-14. Current City polio would require the Center to be
connected to the City water line in Lexington Avenue in conjunction with site
improvements and payment of the deferred assessment.
7. on the east side of the property, the Lexington Avenue right-of-way is 16.5
feet narrower on the northern portion of the property (Roseville enter) than
on the southern portion of the property (former Fina parcel). Lexington
Avenue is a County roadway and the Ramsey County Master Street Plan
states that a 100 foot-wide right-of-way should be provided in this location.
In order to accornodate the implementation of Ramsey County's plan, City
policy would require the dedication of an additional 16. feet of right-of-way
along the western edge of the northern portion of the property; however, this
would adversely impact the amount of off-street parking in this area. An
additional 10 feet of right-of-way would widen the Lexington Avenue right-of-
way and have a ,minimal impact on the development as proposed.
PF# 963 - RCA(02/09/98) - Page 5 of 7
